Isitor
Isitor is a small, but notable country. It was one of the first countries to sign onto the Draconic Confederacy Charter but was not one of its founding members. It is a country ruled by a Council of Elders, who are elected for life and must be the equivalent of the human age of 55 or older. The Elders govern the country absolutely, with no division of power. They do delegate small day-to-day affairs to the village elders, including the adjudication of minor crimes. At any given time, the Council, as a group or one of them, may visit a village and make an inspection upon the condition of said village.
Structure
Power is vested solely in the Council of Elders. The Venerable Chairman serves as the head of the Council those this position holds no special weight over the rest of the Council. The Council allows certain village elders to handle small matters of day-to-day business, but ultimate authority rests with the Council.
One of the Council members serves as the Military Strategy Advisor. It is his/her job to command the military of Isitor. This position is never held by the Venerable Chairman.
One of the Council members serves as the Chief Magistrate. They have the responsibility of all judicial matters, though the village elders are permitted to adjudicate small crimes. Even then, the Chief Magistrate can always overrule a village elder.
Culture
Isitor is founded upon the principle that with age comes certain wisdom and it, therefore, makes sense to allow them to be in charge. In Isitor, it is culturally wrong to do anything that causes harm to one's elders. The older people are held up as pinnacles of wisdom.
Public Agenda
Like many other nations that were quick to join the Confederacy, Isitor is mainly concerned with keeping peace. They do not like war and seek to avoid it. Even though they are currently involved in a land dispute with a neighboring country, they still wish to avoid any sort of conflict.
Assets
One of the main assets of Isitor is that it doesn't have a central city to attack. Most nations have a capital city where the leaders live. In Isitor, they have a centrally located building, similar to a palace, that serves as the seat of government, but it does not have a lot of civilian life. It is rather isolated. While the Council of Elders lodges there frequently, they also spend much of their time traveling from town to town, making inspections, and performing their specific duties. Even while they are at the seat of government, it simply does not present enough of a target due to lack of civilian life to make any attack worthwhile to an enemy.
Territories
Currently, Isitor holds possession of territory that is disputed with another country, Grimsharda. These two countries have been arguing over the rights to this land for many years, though they have not gone to war over it.
Military
Isitor has a small military that falls under the direct command of the Military Strategy Advisor of the Council of Elders. The Council is solely in control of the military.
Religion
Citizens of Isitor are allowed to practice their religion in any way they want, with the exception of the worship of Apothis or Set, both of whom are banned deities. Several religious organizations operate within Isitor.
