Halflings
Halflings prefer to remain in their own society, though that society will take part in international affairs, though they have never started a war. When halflings do venture out of their own land, the overwhelming majority of them are bards, though many halfling bards choose not to follow the draconic path (they choose not to become a dragon avatar). Their elemental power still grows like normal. The halflings have formed the only Republic in Draconia called the Supreme Republic of Talle (Think US politics and military meets Switzerland’s neutrality).
