Kottelgrar Homestead

A Venerable Place, Left Behind

Kottelgrar is the home base for the PCs, but its history is mainly unknown. It used to be a full-size village around the 800s CE, operating on its own. It grew more than just tomatoes, and they had a large inflow of travelers going north. Eventually, in the year of 1238, there was a great flood known as the Witch's Flood, mainly because it was said to be caused by a witch or similar creature. The town had prospered until then, and the citizens thought it was a curse upon the land unlike any other. They thought it was an omen for them to leave, so they went ahead and did so. One by one, as the economy of the village failed, they left. Now, only twenty-five people remain to keep the tomatoes healthy and growing, fearful of the dangers in the swamp.

Demographics

The entire thorp is made up of humans, with a single innkeeper, cobbler, blacksmith, leatherworker, and carpenter in each stated profession. A group of masons often comes by to trade lumber, but they don't live here, so they don't count. The rest of the settlement is focused on growing crops. The reeve is often on the road, and he simply stays in the inn, so he doesn't count either.

Government

The party are nominated as the leaders of the viscounty that Kottelgrar now is. The reeve, a noble named Jesper Sibraier, is the messenger of the baron. He reports on the status of the homestead and is responsible for tax collection and trade networks with the outside world. The viscount (in this case multiple rulers) is responsible for the entire executive branch of the village. They enforce laws by checking in with the citizens, all of which are enlisted in a militia. They make decisions for how to improve the town, and they check with informal legislative meetings that citizens have to make or change laws to make sure they are just. The citizenry still pretty much has the power to veto their decisions, however. The reeve is usually responsible for this in a larger village, but viscounts are especially needed in places that are in a terrible situation. You can apply these laws for all settlements smaller than a town, with the exception of castles in the wilderness.

Defences

So far, other than the citizen militia consisting of everyone, there are no walls or structural defenses. Militias have basic training in close quarters combat, and so are given a dagger and trained on how to use farm implements as weapons. In safer settlements, those that aren't enlisted in a militia are given no combat training or permission to use weapons. Slightly wealthier citizens might have a proper weapon that they saved up for, perhaps even a ranged weapon.

Industry & Trade

Some fishing in the Velsiggar River is done, mainly for the extra variety in the local diet, but that's it. A mining operation for copper ore was opened up near the founding of the settlement, but it was later closed due to the flood, and it promptly never reopened due to the kobold infestation within. Their economy now is based on the couple dozen acres worth of arable cropland where they grow (predominantly) tomatoes. They grow surprisingly well in wet, above-average humidity environments. They are also quite a popular cooking ingredient. They usually let passing lumber workers and masons come by, and they end up trading with each other. Stone and wood go together quite well, after all, and merchants might be more willing to buy frequently-combined products in bulk for their clients. They can also mooch a profit off the passing travelers, merchants, and those who pursue trades by having them stay at The Dragon's Maw, which is arguably the biggest source of income for Kottelgrar.
