The heights were ever the realm of the Eldrin, and of them, the Primus have ever been the first. First to scale the SilverBlades. First to ascend to the Skyrealms of the Grymhalt. and first to claim kinship with the Dragons of Nimbus, long before the First Iteration. WIth that primacy, Aeroas has ever been foremost of their realms, and now, in this, the last Age, the final and most glorious of them all.
Rumor suggests discord has been sworn, as Lalada's lineagh has been besmirched, suggesting that she may have descended from a poisoned line, her father now known to have been Subject 216, a mortal. Structure
The Empress (or Emperor) Prime serves a life term, subject to their own withdrawal, usually at the first sign of Grey discovered by the Council of Nine. The Council, Chosen by the Nine Families from within their own houses (in most cases) serve two centuries or more, but often are replaced by acclaim by their own families. The Wing Commander, the miitary commander in chief, is voted into office for a term of 20 years, and must pass the Test of Feathers to remain in office beyond that, a challenge-based process that has changed over the Iterations but generally is a flying, fighting, and debate process, judged by the Wings. Cities generally have a Magistrate, recommended by the Guildhost, and confirmed by the Council of Nine. Units assigned Pacification or Reclamation duties are led by an Invigilator who has unquestioned supreme command of the mission, and is arguably the most strident of all Primus in pursuit of that mission, even to the point of self-exile in failure.
Culture
Primus perceive the world as a broken thing, flawed by the other beings, including their other brethren. They particularly disdain Sekjhen and those of mixed breeding, as they hold Families higher even than Title, Rank, and Position. THey deem even their own kind complicit in the failures, and thus are harsh and distant beings, preferring their own kind to all others, and demonstrating haughty and self-righteous behaviors in the pursuit of Duty over most other things. Enjoined of this Race are exceptions, and are privately called Scorn in hushed tones, considering it a flaw instead of a gift, though they still hold them sacrosanct and revered in public. Rarely has a whole party of Scorn formed, and it is believed that such an incident would herald the end of their people, so generally, they provide homes for the Elevated Ones amongst their distant cousins rather than endanger their high and commanding communities.

In this Iteration, little is known of their capabilities or their assets, but hints and rumors have spun out that the Primus are building Seedships again, and that their veneration of dragons in general and of Valier, First of his Family in particular suggests they may be planning something... unprecedented.

From the Second Iteration, the Primus have had the literal high ground, and in previous Iterations have been Dragon Riders, Avenhost, and Lorewardens.

We, the people of Aeroas, establish this system of government to promote the common good, maintain order, and protect the rights and liberties of our citizens to the extent they deserve.
Article I: The Legislative Oligarchy
The legislative oligarchy shall consist of nine noble families, each with equal representation in the Council of Nine. The Council of Nobles shall have the power to enact and amend laws, approve the budget, and oversee government policies. All decisions of the Council of Nine must be made with a two-thirds majority vote, but must be ratified by unanimous acclaim. The legislative oligarchy shall serve for a term of two centuries and may be reelected.Article II: The Judicial Empress
The Judicial Empress shall be the highest authority in matters of law and justice. The Judicial Empress shall be appointed a predecssor and confirmation by the Council of Nine, and shall serve for life or until voluntary resignation. The Judicial Empress shall have the authority to interpret the laws, ensure their enforcement, and maintain the independence of the judiciary.Article III: The Executive Bureaucracy
The executive bureaucracy shall be responsible for implementing and enforcing laws passed by the legislative oligarchy. The executive bureaucracy shall be headed by an Executor Chief, appointed by the Empress but confirmed by the Unanimous Election of the Nine. The Chief Executor shall be accountable to the legislative oligarchy and may be removed through the unanimous vote of the Council of Nine.Article IV: Rights and Liberties of Citizens
All citizens of Aeroas shall have the right to freedom of assembly, and the press, subject to reasonable limitations in the interest of public order and security. No citizen shall be subjected to cruel or unusual punishment without a trial, and all citizens shall be entitled to representation Discrimination based on race, gender, religion, or any other grounds is prohibited, and all citizens are equal before the law.Article V: Elections and Accountability
Elections shall be held in the event of a collapse of the legislative oligarchy- the Council of Nine. Transparency and accountability shall be upheld through regular audits of government finances and performance assessments of the executive bureaucracy. The Empress shall have the authority to initiate such investigation of allegations of corruption within the government.Article VI: Constitutional Amendments
Any amendments to this constitution require a two-thirds majority vote in the Council of Nine and Ratification by the Empress. The people may propose amendments through a national referendum, which must be approved by a two-thirds majority vote of the Nine.Article VII: National Defense
The defense of Aeroas shall be entrusted to the chosen Invigilators and Wing Commanders, organized and maintained by the government. In times of war, the Council of Nine shall have the power to make decisions on national security and declare a state of emergency.Article VIII: Supremacy of Law
This constitution shall be the supreme law of the land, and all citizens and authorities shall adhere to it.Article IX: Ratification and Implementation
This constitution shall come into effect upon ratification by a majority vote of the nine noble families and the approval of the Judicial Empress. This set of laws establishes a governance structure for an oligarchal nation while protecting the rights and liberties of its citizens and ensuring transparency, accountability, and the rule of law. Planter, 18 Vigils, 130 AR, 8I - Caer Durallond- Denebrius 'Dapper' Stathos, reporting. In a surprise reversal, the Eldrin High Council, in accord with Empress Lalada, has opened formal relations with the Fae Rie Courts today, announcing the imminent departure for the first Primus in three Iterations into that most ancient realm this month. The appointment of Alexandros Virr to the High Court's open seat took this reporter's breath away. As some may recall, Virr had been in exile as a Scorn in the waning days of the Seventh Iteration, bearing news to his Eldrin ancestors and kindred, but unacknowledged by them due to his Mortal bloodline. During his exile, Virr had gained some notoriety and acclaim in his elevation by Alley Cat League, the Mortal-instituted guild of burglars and miscreants that grew into a global concern under his watchful eyes. He was the second GuildMaster of the Guild, appointed by his predecessor, the legendary Rosomah of Cauldron. Virr's appointment, to many of his Eldrin generation, is seen as a life sentence for him, and his mixed bloodline seems to be the reason for his appointment. The Eldrin people rarely make big changes, and never without backup plans and schemes to cover every possible loophole. Surviving from the Seventh Iteration to see his kind redefined as Walkers, Virr is an obvious choice for a renewed relationship with the Fae Eldrin, as his course has been a redemptive one. There are those on the Primus Council that opposed the Virr appointment. The most vocal of those, Malselil Branthu spoke to this reporter before the fateful appointment. In his off-the-record comments, there are allegations against young Alexandros that might shake the foundations of Eldrin culture should they become public. But in keeping with the agreements the GNN have with the Eldrin Empire of Aeroas, these veiled threats and baseless rumors shall so remain for as long as I can continue my reports from the now-divided capital. Aeroas has one Envoy, Alexandros Virr at the Fae Rie Court, and this is usually a lifetime appointment.
In a resolution of the Belladonna Incident of the Sixth Iteration, and with a unanimous vote of the Fae Rie, the Primus has returned to the post abandoned n haste some three thousand years ago, and has agreed to the negotiation of reparations they owe the Mortals they so long maligned.
