The Šāhrān is the absolute sovereign who is seated upon the Golden Throne and sanctified by the ancient rites of the Eternal Fire. The rule of the Šāhrān binds together the empire’s provinces, noble houses, temples, and armies into a single political body. His right to rule is confirmed through the sacred fire rites, binding him to the cosmic order upheld since the empire’s foundation. All Satraps, nobles, generals, and priests swear loyalty directly to him, and his seal alone legitimises decrees. While he seldom marches to war himself, his presence at court sets the rhythm of politics, diplomacy, and governance. To defy the Šāhrān is treason against the empire itself.
Khvarenah-Kust - Imperial Household

The Khvarenah-Kust administer the palace, safeguard imperial archives, and control access to the Golden Throne. The Chamberlains oversee ceremonies, grand banquets, audiences, and the general daily operations of the palace complex. The Heralds of the Khvarenah-Kust manage the diplomatic side of matters while the treasury keepers maintain the vast vaults of gold, tributes, jewels, and sacred objects. The Khvarenah-Kust ensures that the Šāhrān's image is flawless, and uphold protocols that reinforce his divine legitimacy. Their work shapes the empire’s court culture and public perception of the throne.
Rāzdārān - Keepers of the Secrets

The Rāzdārān serve as the Emperor’s unseen investigators, monitoring Satraps, nobles, judges, and guilds. They are dangerous and root out treason where ever they can find it. They operate quietly and often anonymously, they gather information to uncover corruption, treason, or threats to imperial unity. One of the great fears many know about them is they carry writs to act within the Šāhrān's direct authority. They can also influence major court decisions with their findings, a corrupt noble may petiton and the Rāzdārān may have secrets on them and use it during the petition against them.
Marzabdhān-Sarān - The Imperial Provinces
Marzabdhān - Great Satraps

Marzabdhān rule the great provinces, overseeing tax collection, justice, urban management, and troop levies. While the Marzabdhān wield significant autonomy they however must answer annually to the Šāhrān. The way they govern determines the prosperity of the Empire, as they must coordinate cities, estates, tribes, and frontier settlements. Many of the Marzabdhān descend from ancient noble houses relating to the region they oversee, but due to the power they wield, they often need careful imperial oversight, this is where the Rāzdārān come in. Their loyalty or rebellion can shift the empire’s fortunes.
Azizān-Shahr - City-Lords

Azizān-Shahr govern the empire’s major urban centers, managing markets, waterworks, public squares, and local law courts. They make sure that the city walls are maintained, keep militias trained for emergencies, and make sure that a trade flows and that civic order is maintained. Though under Satrapal command, they wield influence through their control of artisans, merchants, and religious districts. Stable cities support stable provinces.
Huzrāmad - Provincial Guard Corps

The Huzrāmad are the enforcers of the Marzabdhān's authority, guarding treasuries, prisons, tax houses, and important roads. The Huzrāmad are trained under Imperial standards which the militias do not train under. They are the backbone of provincial law enforcement and crisis response. They quell riots, protect administrative buildings, and ensure the safe movement of revenue caravans. Their discipline keeps provinces from fracturing into local factions, serving as the Satrap’s shield against disorder.

Farahang-Mastar - Masters of Law & Measure

The Farahang-Mastar regulate standards across the empire such as weights, measures, coinage, contracts, and commercial codes. They carry out inspections in order to prevent corruption and ensure fairness in trade, strengthening economic stability, they can also be tipped off by the Rāzdārān of corruption, unfair trade and the likes. They are dispatched to provinces to review guild practices and legal adherence. Their authority spans markets, artisan halls, and caravan stations, making them vital for maintaining imperial uniformity.
Ganjāra - Treasury Hall

Ganjāra oversees the Empire's well as a whole unlike the treasure keepers in the Khvarenah-Kust. Instead they look after the gold, silver, bronze, grain reserves, and minting operations. They allocate funds to the army, frontier defenses, roads, ports, and Satrapal administration. Like the Kushparamān, those who fall into this field have to go through rigorous training, as record keeping is considered a important part of the functioning of the Empire, poor record keeping would bring it to its knees. The treasury is the empire’s lifeblood.

They guard the doctrinal purity of the faith, ensuring unity across the provinces.
Ātash-Sardār - Temple Wardens

They are more than just a military arm of the Temples, they organise festivals, instruct temple servants, and safeguard sacred fires. They garrison major cities and fortresses, while forming the backbone of imperial defence. Unlike local or other parts of the military, they are given equipment that surpass provincial levies, they are paid directly by the Emperor and the treasury while other parts rely on provincial treasury halls.

They are made up of nomadic clans and the frontier folk who are considered experts as light cavalry, due to this they are perfect to patrol their borders and patrol vast areas. The Zahnbadarān are the empire’s full-time, professional infantry. They answer only to the Šāhrān and are funded directly by the imperial treasury. Their main role is to secure major cities, fortresses, and state facilities. They form the core of any imperial field army and are used as the most reliable and disciplined line troops. Training is standardized, and equipment is issued by the state. They also guard important roads and escort high-ranking officials. In wartime, they serve as the stable center of the formation. Their loyalty is reinforced through steady pay and strict oversight.
Rōshangirān - Dawn Cataphracts

The Rōshangirān are heavily armored cavalry drawn from noble families. They act as the empire’s decisive strike force on open ground. Their mobility and impact are key in breaking enemy formations. When not deployed, they maintain horses and train regularly. They are often stationed in provinces with large open terrain suitable for cavalry. The Šāhrān may deploy them independently or as part of a larger host. Their service reinforces noble loyalty to the throne. They are expensive to maintain, making them relatively limited in number.
Farawandān - Swift Riders

The Farawandān are light cavalry recruited from nomadic clans and the frontier folk, They excel at scouting, pursuit, and messenger duties across difficult terrain, both the Imperial Army and the other armies use these, yet those under the Imperial Army are paid much more. Their speed allows them to relay information rapidly across long distances. They are usually equipped lightly but are effective in skirmish fighting. Their cooperation with the empire is based on oath agreements with the Šāhrān.

The Nardūkash handle all engineering and construction tasks for the military, they are proudful and see their feasts as the greatness of the Empire showing. They build and repair fortifications, bridges, siege engines, and fieldworks. They also oversee logistics platforms such as supply depots and tool stations while on campaigns they made sure roads, bridges and any river crossings are usable for the armies. . They are essential during both offensive sieges and defensive holds. Their training focuses on practical engineering rather than combat. They are a specialized branch and operate in small units.
Daryābārān - Imperial Navy

The Daryābārān secure the empire’s coastline and control maritime trade routes, their fleets patrol the Inland Sea, prevent piracy, and protect merchant convoys. They transport troops to coastal regions when needed while Commanders oversee port operations and maintain the readiness of ships. Marines handle boarding actions and coastal security and the sailors manage navigation, rigging, and oar systems depending on ship type. The navy also enforces customs law in major harbors. It plays a significant role in securing revenue from sea trade.
Huzrāmad - Provincial Guards

The Huzrāmad operate under each Satrap and provide everyday security throughout the provinces. They guard tax houses, administrative offices, prisons, and provincial treasuries and will also act as the guards of the Satrap. They maintain order during festivals, market days, and public gatherings and respond to local disturbances and support Satrapal officials during inspections. Their training is practical and focused on law enforcement rather than field combat. In emergencies, they hold key points until imperial troops arrive, this allowed for the Satraps to uphold law without relying on imperial forces for routine matters which they do not like when the imperial forces get involved as they see it undermining their authority.
Daravandāra - Frontier Wardens

The Daravandāra man forts, watchtowers, and outposts on the empire’s borders, the Wardens will often interact with the frontier folk so contact with the Farawandān is common. Their duties include patrolling, identifying external threats, and monitoring unauthorized movement, and maintain beacon systems for signalling during emergencies. They are accustomed to remote postings and harsh conditions, and small towns often form filled with Daravandāra. Their presence deters raiders, smugglers, and nomadic incursions and are the first line of defence for the empire.

Ātarvarashām - The Path of the Sacred Flame
The religion of Namarshan is a dualistic, flame-centred faith focused on cosmic truth, purity, righteous order, and the eternal struggle between light and corruption. While Namarshan does not follow a single god, the Imperial Faith recognizes a hierarchy of divine powers, with one supreme source of creation and numerous lesser guardians. Though not a simple creed of good and evil, the faith teaches that all existence is shaped by a profound cosmic opposition: the radiant order of Aruvashān, source of truth and life, and the devouring shadow of Vahrōmand, whose corruption seeks to unravel creation. Every oath kept, every flame tended, and every act of rightful conduct strengthens the side of light, while lies, sorcery, and impurity feed the powers of darkness. In this struggle, mortals themselves become battlegrounds between order and decay, their choices echoing far beyond the mortal realm.

Aruvashān is the Supreme creator, source of the Cosmic Flame, patron of kingship and truth. He is not worshipped through idols, only through eternal fires in great temples. The Šāhrān is considered Aruvashān’s chosen, ruling by divine radiance.
Vahrōmand is the personification of corruption, drought, plague, foul sorcery, lies, and chaos. He is not worshipped; he is feared and warded against. His influence explains disasters, blight, and human wickedness. Sects or individuals who secretly revere Vahrōmand are hunted as heretics.
Mitravān is the God of contracts, justice, warriors’ honor, and the rising sun, sworn oaths are made before him and breaking one is both a crime and a spiritual offense. The Rōshangirān (cataphracts) invoke Mitravān in their initiation rites.
Anahidra is the Goddess of rivers, fertility, purity, and victorious queenship. Her temples dominate oasis towns, marsh regions, and canal cities.Women of noble households often sponsor her rites; her priestesses hold limited but real influence.

Representation and Power Structure
The Ātarashān Mandhirān form the most powerful religious body within the empire. Their priests maintain the sacred fires that symbolize Aruvashān’s presence, oversee the enforcement of purity laws, and witness important legal and spiritual commitments. They record births, deaths, and major contracts, and their counsel is routinely sought by both the Šāhrān and provincial governors. In all matters of ritual and doctrine, their influence stands second only to the imperial bureaucracy itself. Anahidrāvān Darag — The Water Temples of Anahidra
The Anahidrāvān are strongest in the marshlands, river valleys, and coastal regions, where water defines daily life. Their temples guide matters relating to marriage, fertility, purification, and the allocation of water rights, and they oversee ceremonies that ensure the continued flow and purity of rivers and wells. Though less politically central than the Fire-Temples, their authority is deeply felt in communities that depend upon Anahidra’s blessings.
Mitravandag — The Oath-Houses of Mitravān
The Mitravandag serve as solemn halls where contracts are sealed, diplomatic agreements are ratified, and soldiers swear their binding oaths. Their clerks ensure that every pact is recorded faithfully, and their sworn guardians act as neutral arbiters when disputes arise. To break an oath sworn within these halls is considered both a legal violation and a spiritual transgression.
Yazad-Mandhir — Local Spirit Shrines The Yazad-Mandhir honour the lesser spirits tied to mountains, deserts, winds, and caravan roads. These shrines are small and practical, sustained by simple offerings such as grain, incense, or water. Although the Imperial Faith regards these spirits as subordinate to the Sacred Flame, it allows their veneration so long as their rites do not contradict the core teachings of Ātarvarashām.
Minor and Tolerated Religions
Among the clans of Khārash, ancestral veneration remains an important tradition. These rites honor forebears through horse-centered ceremonies and memorial feasts, and the Imperial Faith tolerates them due to the clans’ longstanding loyalty and military service. While these practices sit outside the core doctrine, they are not viewed as harmful and often blend naturally with Flame teachings.
Varuz-Navāgar — Desert Guardian Cults
In the deep deserts, many oasis communities maintain rites that acknowledge protective spirits believed to watch over the dunes and wells. These ceremonies are modest and typically revolve around water offerings and seasonal blessings. Such traditions remain permissible so long as they respect fire purity laws and do not attempt to elevate local spirits above the cosmic order of Aruvashān.
Rāhgir Yazadān — Merchant House Traditions
Traveling merchants often carry small household icons representing the protective spirits of distant lands. These portable devotions are personal rather than institutional and are tolerated provided they do not interfere with imperial rituals or obligations. Most merchants blend these traditions with regular offerings at Fire-Temples along the trade routes.
Forbidden or Taboo Religions
Any veneration of Vahrōmand, the Shadow-Enemy, is strictly forbidden. His cults operate in secrecy, practicing rites that involve corpses, corrupted magic, or oaths sworn in falsehood. The empire views these sects as direct threats to the cosmic order, and the Vahrōm-Duzhgar are charged with rooting them out wherever they appear.
Ātar-Darvand — Idolatry of Aruvashān
The Flame itself is the only permitted symbol of Aruvashān, and attempts to create physical images of the First Light are considered grave acts of impurity. Such idolatry is believed to twist the divine essence into false form, and communities engaging in it face severe censure from the Fire-Temples.
Khordazgar and Nakhruvash — Blood-Rites and Death-Sorcery
Practices that draw power from blood, corpses, decay, or night-spirits fall under the domain of the Khordazgar and the Nakhruvash. These rites are outlawed throughout the empire, as they are believed to strengthen corruption and disrupt the sacred order upheld by the Flame. Those caught performing them are executed or ritually burned to prevent further contamination.
Shah-Dīvazm — Foreign God-King Worship
Some lands beyond Namarshan elevate mortal rulers to godhood, but such practices are strictly rejected within the Šāhrānate. To deify a human being is seen as a distortion of cosmic truth, and the Šāhrān is recognized only as the chosen steward of the Flame, never its embodiment. The empire forbids these cults to safeguard the distinction between divine order and mortal rule.

Namarshan does not possess a representative legislature; instead, the Dastūrāmag functions as an advisory and administrative council that helps shape imperial decrees. It is the Šāhrān who holds the ultimate legislative authority, but it is the council who will draft and interpret and refine the details of the laws. Members of the Dastūrāmag are Kushparamān, selected Marzabdhān and scholars from the Ashahndarān. The council will debate matters before they submit them to the Emperor for approval.

This is the empire’s supreme judicial institution, maintaining legal uniformity throughout the provinces. The Arshukarān (Imperial Judges) travel on circuit, hearing disputes, examining corrupt officials, and overriding Satrapal courts when necessary. The Khumdār (Seal-Bearers) authenticate verdicts with the Dawn-Seal, making them binding across the empire. The judicial body ensures that no region drifts into local tyranny or inconsistent legal practice. Their independence from the Satraps allows them to check abuses of power, protect common citizens, and maintain public trust in imperial justice. They form the spine of lawful order within Namarshan.

Šāhrān Thrōn - The Golden Throne

The executive branch is embodied entirely in the Šāhrān, whose authority is carried out through his appointed officers. This includes the Khvarenah-Kust (Imperial Household), the Rāzdārān (Secret-Keepers/Inspectors), and the Marzabdhān-Sarān (Great Satrapal governors). Every law, campaign, reform, treasury action all start with the seal of the Emperor. His agents enforce decrees, maintain public order, and command the military orders such as the Zahnbadarān (Spearhost), Rōshangirān (Cataphracts), Farawandān (Swift Riders), and Daryābārān (Navy). The executive body is centralised, powerful, and sacred, reflecting the belief that imperial authority descends from the cosmic flame.
