Between the Biralo Noble House, the People and Territory of Damran, and the “Allied Blackhand Tribes, Clans, and Dens”.
With this degree, I, Tula Biralo, initiator of this document and current legal representative of the Biralo noble house, hereby extend the olive branch of peace to the Blackhand Tribes and their constituents. By signing this document of this document by either Chief Grol or one of his representatives. The Allied Blackhand Tribes and Clans will receive the following benefits within the territory under the control of the Biralo Noble House:
- Will be given the same rights and protections provided to races listed within the Hamierian Constitution, laws, and legal codes. They will also receive the same rights and protections provided through laws specifically applied to the areas under the control of the Biralo noble house.
- Will be allowed to settle in any land controlled by the town of Damran or the Biralo noble house, so long as the land does not belong to or is already settled by a citizen to the Hamierian empire. In the instance in which a Hamierian citizen resides on or owns lands in which the Allied Blackhand Tribes, Clans, and Dens have historically resided or consider sacred, the noble house of Biralo will act as either the main or subsidiary legal representative and assist in negotiations between the land owners and the Allied Blackhand Tribes, Clans, and Dens.
- In any area outside the town of Damran or areas controlled by the Biralo noble house member of the Allied Blackhand Tribes, Clans, and Dens, the authorities of Damren and the members of the noble house of Biralo will provide Blackhand members and their constituents legal representation in the cases of interactions or conflicts with Hamerian authorities, regional authorities, or Hamerian citizens.
- Will enter a general trade agreement, in which the Blackhand members and their constituents are allowed to buy and sell products with the merchants of Damran and the Biralo noble house without fear of discriminatory actions or retaliations.
In exchange for giving these rights and protections, the Allied Blackhand Tribes, Clans, Dens, and their constituents will agree to the following:
- The cessation of all hostilities between the Biralo noble house and its members, the town of Damran, and its populace.
- The following of the general Hamerian and Biralo law does not conflict with the previously granted benefits.
- The release of any prisoners or slaves currently held by the Blackhand members and their constituents, with the exception being to members of the Blackhand and their constituents who broke Blackhand law. In any future decisions involving perceived legal wrongdoing, those of authority given protections under this treaty will inform Damranian authorities of any arrests either directly after arrest or in a form of a weekly list containing the names of the arrested and their supposed crime(s)(in which the Damranian authorities will do the same), and will negotiate with Damranian authorities in order to determine proper punishment for said crimes.
- Those of authority within the Allied Blackhand Tribes, Clans, Dens, and their constituents who benefit from the benefits to this treaty will assist in the rescue of Lady Salmalru Biralo, matriarch of the Biralo household, by providing information involving the reasons for her kidnapping, and information on her whereabouts, and providing physical assistance with her recovery when possible or when it is reasonable.
Let the signing of the representatives’ signatures usher in a time of cooperation between the citizens of Damran and the members of Blackhand and their constituents, in which one’s race does not determine their value as a sentient being.
