Alliances and Polities in Casiphon
Since the Breaking of the Pact and the dissolution of the Taorminian empire, the many cities and large towns of the empire are formally independent of the rule of others. The dangers posed by increased piracy on the Emel Sea and the invasions from the Perakhuosh Wastelands across the Anander River have resulted in strong defensive alliances being formed.
The major leagues are:
- The Eliomandrine Empire: most tribes remained in the Erul Steppe, but twenty-four tribes were sent out into Casiphon to rule over the captured territory in accordance with prophecy. The An-Erul Mashiek is the corridor of land between the Gates of Gol and Taormun, and is ruled by the twelve Tavioscendari tribes. The occupied city of Taormun itself and the territory around it is ruled by the twelve Oshiondari tribes. In these areas, a relatively small number of Eliomandrines control a much larger, often rebellious, population of former Taorminite citizens according to their ancestral Eliomandrine customs.
- The Nordirn Confederacy: five large Taorminite towns in the North (Heilaren, Fandrin, Gillert, Lochenhale and Chorrea) and numerous smaller settlements have confederated to better defend their interests. Together with the dwarves of Carrado and the savage elves of Borytheneion, the Nordirn towns form the Northern Alliance, a defensive alliance against the incursions of the monstrous races and (in theory) against further attacks of the Eliomandrines.
- The Erechine League: the two large cities of Melk-Makar and Havar-Erek dominate the former Erechine territories and the numerous hamlets, villages and towns as far south as Lake Sarol and west to Tan Moul. The two rulers of the larger cities have formally equal powers, with the numerous barons and lords granted the power to vote on both the laws of the kingdom and the next holder of the throne.
- The Dominions of Vadumar: Tiriander Cossovar, the former Taorminian emperor-in-exile maintains his senate and government in Vadumar and controls territory including Tzaphir and Sefton to the South, Cathton and Preith to the North, and Hilkreath. Though this area is formally a republic, the once emperor-in-exile received the honorary title of 'First Consul and Imperator', and his influence, though informal, dominates that of the annually elected magistrates.
- The Grithi Syndicate: the tieflings of Mabag Pachamel Grith are believed to be the masterminds behind the Breaking of the Pact, and have a large area of influence, including the coastal and riverine areas of Ryth and the cities of Prest, Gaal Ind, Ephylla, Garn Bel Pallan and Chaiton Bridge, as well as the area of north Mettye around Lake Soloth. Individual areas rule according to their ancestral customs, with Grithi 'advisors' who steer their decisions to benefit the Grithi themselves.
- The Southern Array is an unlikely alliance of Niwhaven, Volerum, Schwernost and numerous other sea-side towns from Mettye to the coast of Priochtheira formed for the most part to limit the power of the Grithi in the Ischindar Sea. Together with the island-dwelling elves and gnomes of Aneromythia, this group forms the Southern Alliance against the sea-dwelling monstrous races who sometimes attack from the depths of their watery homes.
