Justice Matine of Kitsch (a.k.a. Mati, Blind Justice)
One grimmer tale of Otway is the one of the first of many failed rebellions against its namesake tyrant himself and the perversion of Matine.

Personal history
Born in Kitsch, Matine worked the wall with her fellow soldiers and eventually became disillusioned alongside one of her fellow guards. Late one evening, the two sneaked out in search of thrills in the Long Stride. They ransacked a number of marauding bandits before venturing further south the big city life in Otway. There, the pair took when they needed, as is ozwok custom, and this eventually had them cornered by guards. Matine's sold out her confidant, granted immunity for proof of their crimes. She witnessed her former friend sentenced to rot in the Dire Islands. Matine, guilty of her actions, sought refuge with burgeoning revolutionary force. Only days after her joining them, the revolutionaries swept through Otway felling many ranks of elven soldiers. One of Otway's generals blinded Matine leading her to plead for her life. Her plea of being a monster, betrayer of friends, and hapless brute did not earn her death. Matine was tortured and brainwashed until her self-loathing was replaced by pure malice for injustice against the empire. Granted a blindfold that restored her sight, a flail, and a large excecutionor's sword, 'Justice' as they called her became one of Otway's personal bodyguards and most ruthless of agents.
Acting as a 'justicar', Matine was feared by the city for her cruelty, her stoic/calm demeanor, and imposing angelic figure. Revolutionaries were flushed out of their headquarters sentenced to the old Bastille, a illusive prison where she acted as jailor. As Otway became more ruthless, so did she. Street executions became a common sight until even she felt began to feel the guilt of her superior's cruelty. She did little to stop the Xhosa coup from seizing him and the city itself. After Otway was captured and executed, Matine was stripped of her blindfold, de-winged in a public ceremony with her own blade, and left to rot in the prison she once roamed. After a number of years, many revolutionaries still seek her death for countless misdeeds while others seek to grant her asylum back with her cannibal people in the Dune Sea.
