Dostun Otway

Admiral/Viceroy/Prime Marquis (a.k.a. Otway)

One of the historically famous figures of the Elven Empire and their expansion is the ruthless Duston Otway. Duston is responsible for the strategic revival of Heaven's Landing along with establishing his militaristic rule over the region. His actions directly led to the capture of Gyre by imperial forces and is notorious for his elite guard and militant authority.
 

Roots Eternal

One of the last rulers in the third stanza, Otway started as a renowned admiral and accomplished tactician. Cascading victories along with a jingoistic and chauvinistic attitude led to Otway's eventual induction as imperial ruler. His imperial reign is most well known for personally accompanying military campaigns throughout Cabochon and his refusal to abdicate. Instead, Otway insisted that his new city/state (named after himself) secede from the empire. The ruler-elect, instead of declaring war on the separatist, named Otway viceroy of Oren and ignored his insistence of sovereignty. Many consider this incident the first concrete signal of the Fall of the Elven Empire.    

Otway, Man and City

When supporting Heaven's Landing, its citizens adored the revitalization of the Starfall mines and the vast resources that elven occupation would bring. However, their proximity to gnomish lands and the impassioned Otway would paint a very different picture over the 200 years.
Miners worked impossible schedules, often perished and buried in the mines where they excavated. Food shortages led to harassment and forced tithes of resources from nearby villages and hamlets. Gnomish blockades kept basic resources from entering the city leading to rampant smuggling and marauding of staple goods. Anger of elves stationed in the area led to rampant unrest, discrimination, and later open insurrection. Droves of humans and elves quickly fled the city before it became a true military dictatorship under the self-proclaimed Prime Marquis of Oren.
Curfews were enforced strictly under fear of death, exile, or indoctrination; dissents deemed useful were programmed into remorseless footmen for Otway's regime. Preferential treatment ended for half-elves leaving only pureblooded grey elves (high elves) as first-class citizens. Toward the end of his rule, many elves absolutely despised him and joined many anti-imperial militia groups.  

Behead of State

A revolutionary warlord, Naiser Zosah, amassed the many dissidents of Otway who decided to 'Kneel No Longer'. The many tribes, farmers, miners, and other citizens formed distinct houses around their interests and marched into the city. His elite remnant forces could only hold back the rebellion so long until he was finally captured. Paraded and placed upon a scaffold, his traitorous justicar, Matine, would behead him thus ending his mortal reign. The cruel rule of Naiser would cause some to briefly question whose cruelty was better. When the other houses overthrew Naiser and recreated the 'Primarch' role Otway once held, Once the Cold Bastille was designated and the torc slavery started, Otway's gently reposed headless corpse was repurposed as its jailor. His chain devil form would help fuel the slave trade for the next quarter century. Dostun's head was never found, but rumors speak of forbidden covenants made between himself and the secretive people of the Fosse.
