An Earl is appointed by the Emperor, or by exception, the Imperial Council
Responsibilities
An Earl is responsible for a demesne that encompasses 5 to 6 Counts, and all that goes with it. In addition, they are the deciding factor within the Counts Meet to determine what moves on to the Imperial Council and thereby what the Emperor must decide on.
