Chancellor of Umenor
Appointment
The Emperor selects their Chancellor when the seat is empty. It is usually someone that the Emperor is close to and trusts, unless a holdover from a previous Emperor.
Responsibilities
Great is the responsibility of the Chancellor, who is the deciding vote in ties or arbitrator of arguments within the Imperial Council. Only those policies and issues that affect the entire Empire make it to the desk of the Chancellor.
