Mayor Johnson Otterman is the mayor of Harbor Town. He has held the job for 21 years due to nobody else wishing to fill the role. He doesn't know much about Samryn's criminal activities, but is incredibly thankful to him because of his part in bringing peace between Harbot Town and the Forestfolk. He is often found in Harbor Town, but is afraid of many of the people who have come in search of Samryn's riches.
