Joolgot Garrison (yole-goat)
Previously known as Gel Felder before the Toldrunite uprising and coup.
This border fort is one of three installations that sit on the southern border of the Toldrun See where two rivers separate it from its neighboring kingdom of Skerritt. The Joolgot Garrison is the closest of the three to the mountains, responsible for guarding not only this portion of the Skerrittese border but also the various mountain passes that occasionally yield roving barbarians or other raiders.
Like the other border forts, this garrison is populated entirely by conscripted individuals and mercenaries, though not all are soldiers. Roughly one-third of the population are conscripted individuals in more civilian type rolls such as innkeepers and smiths. Also like the others, this garrison is the permanent home of a detachment of Inquisitors who regularly launch raids into the southern kingdom looking for heretics to arrest or execute.
Demographics
Due to the rotation of conscripted individuals and the ebb and flow of mercenaries, this garrison's population demographics are constantly in flux. It is almost always predominately dwarvish, with that race making up around 60% of the population. The rest of the population tends to be largely human and halfling, though other peoples appear and leave regularly. Almost everyone is a soldier or a support personnel, so the populace tends to be rather poor, though not squalidly so.
Government
The garrison is commanded by an Oberst (roughly equivalent to a colonel) who reports directly to a General in the Holy City and coordinates closely with his fellow Obersts in the other border settlements. This leader is aided by a council that oversees various matters of the city's administration, such as a works minister that manages street sweepers, road paving, and streetlamp lighting.
Defences
This garrison is surrounded by a 30 foot high solid stone wall with steel reinforcements inside. The watchtowers and gatehouses are equipped with numerous cannons - of both the gunpowder and arcane varieties - as well as several ballista and a few trebuchets. The large presence of soldiers and mercenaries means that this garrison is well guarded, with a complex yet comprehensive watch rotation and scouting regimen.
Infrastructure
Like the other border forts - and unlike the capital city or other "civilian" settlements - this garrison and its surrounding area have paved and well maintained roads. The Hiram river has been partially diverted into a system of small canals to deliver fresh water to most of the city, and this system is augmented by several wells throughout the area.
History
Like the Hrymtoth Garrison and the fortified city at Moradin's Watch, this garrison was created just a few years after the Toldrunite uprising and the creation of the See. As the See launched ever-more frequent raids on its southern neighbor and as that neighbor began to launch raids of their own, it became clear that the border needed a series of fortifications. There were several small villages along the river that were in suitable locations and were converted into forts - this was one of them.
Since its refounding from a village to a military garrison, the town has not changed much. The outer walls remain as strong as the day they were made over 460 years ago and have not been enlarged, despite the unintended growth in the number of troops stationed here. Originally, the See thought this garrison would only need around 3,000 soldiers, like the Hrymtoth Garrison to its south, to guard from excursions over the southern border. Over the centuries, however, it became clear that regular raids from the mountains were also a thing this fort would have to face. And so, the buildings were built up on top of each other, especially against the outer walls. The main government and military buildings have also had to build vertically to gain the space they needed for increasing staff and population. The large temple has not changed since its creation, however, as its space was specifically designated and made far larger than necessary for the number of people expected to attend services.
This fort has seen the most raids and combat of the three border settlements, and it shows in portions of the outer walls. Large ballista bolts and regular axes and swords are imbedded in several locations in the exterior walls, and a few locations in the wall have craters a few inches deep from arcane impacts or other massive damage over the years. The fort is still holding strong, though, and is the homebase for numerous raids and expeditions across the border and occasionally up into the mountains.
