This is the world of the Axis Gate book series, the world within and around the earth set in Confluence 42.5 (at least much of the time), around the year 1897. It is a world of alternate history, esoteric steampunk machinery, and low standards for awe.

Before he knows it, he and Hana have triggered an experiment that threatens the survival of Orphan Towne—and possibly a continent.
