The Manifesto in Black

The Manifesto in Black in the title of Nyhuk Cizor's plans, ideals and aims for the city of Nguvu after his rebellion. In essence it is a pragmatic and ruthless document focusing on the expansion and dominance of Nguvu through negotiation, cunning and overwhelming authority. Nyhuks ideologies and vision for the Nguvu Empire began with him gaining control of the nation and The Citadel of Black from former ruler Dagna. It goes onto to state the changes needed to strengthen the Nguvu Empire, first from with the council and then through its citizens. Expanding its army, negotiating better treaties with other nations and abolishing unfavourable agreements. Nyhuk believes that Dagna has allowed his city to grow weak, in both in the eyes of other nations, and in the eyes of its own people. Nyhuk emphasises the importance of pride in one's nation and the importance of strength through unity and a single goal.

Purpose

The purpose of the Manifesto was two fold. Nyhuk wanted a place to write down his thoughts and ideas, to ensure that all plans pointed him in a single direction, and to make sure he would not forget then in times of need or doubt. It was also intended to be a historical document outlining the rise of the Nguvu empire with Nyhuk at the forefront of change. Nyhuk knew that his name was destined to be in history books for future generations and wanted his thoughts to be written so that they could not be twisted or misconstrued by future historians.

Chapter 1: The future of the Black city is dark, but it need not be.

A list of the 6 council members that need to be permanently removed and who he will replace them with.

Chapter 2: The people need opportunity and potential. They have 1, I must create the other.

An outline on how the citizens can not be forced to share his vision or join his cause. They must be shown their potential, and given opportunity to achieve it.

Chapter 3: A blade must be as sharp as the mind.

An explaination that while knowledge and information will be the first weapon of Nguvu, it will not be the only one. A nation is only as strong as its army and ending wars before they begin is no excuse for having a lazy army. It also states that Nyhuk will never bluff, and always deliver on every promise and threat, no matter how large or small.

Chapter 4: The body can not roam, if the heart is failing

This chapter explains that the City of Nguvu must be built up and improved before the Nguvu Empire can begin to spread. It goes on to explain that the first improvements must be with its council, first by its member, then its practices

Chapter 5: Only those who pass judgement may be judged.

Chapter 5 refers to Nyhuks approach to war. While Nyhuk would prefer not to engage in open warfare, he understands that Infantry and Generals do not play the same role. If the enemy surrenders, only those in leadership roles or those who still rebel will be punished with execution. Any citizen who welcomes the Nguvu Empire will be greeted with open arms. Nyhuk also despises betrayers. If a citizen of another city offers to spy for him, he will inform the leaders of said city. His belief in his own cities might means he does not need to use underhanded tactics.

Publication Status

Nyhuk would not share his manifesto for some time, only once it was completed and his plan to replace the Nguvu city council was unstoppable. He shared it with his 6 closest allies who would help him overthrow the current council and take their respective positions on it. At this time Nyhuk has not shared this document with the public as he feels that, for the people, the journey is more important that knowing the goal. Too often people become lazy if they know the end is in sight, and he does not want his citizens to become complacent.

He has made his council promise that only once his goals have been achieved, or once he is dead is the manifesto to be released.
