Otarkshedar, the Wise and Merciful
An ancient Cobalt Dragon who came to Aurelia during the second age and settled in the Orean Sands. He created his lair and domain this sandy desert as it is a good environment for him and his offspring to live. Additionally, he was intrigued by the mysterious phenomena present in Echo Dunes and has studied it ever since.
His lair is a massive complex of shifting sand and gravel, of deep caverns and winding tunnels that constantly shift and move. Any living creature who is not supposed to find their way within this complex is going to get lost and may never find their way out of it unless Otarkshedar, the Wise and Merciful decides to let them.
His relationship to the domains around him are tenious at best, but he is not outright hostile to any of them. He has little desire to expand his territory as his lair is connected to his home plane the Cradle of Cobalt. A massive plane within the Elemental Earth Realm and the birth place of the cobalt dragons.
Otarkshedar, the Wise and Merciful does not interfere directly with the political and cultural situation in the Orean Sands as he has no interest in such things.
