Astratavia, the Cobalt Empress
The Cobalt Empress is one of the mates of Otarkshedar, the Wise and Merciful and the effective ruler of the Orean Sands and all the peoples living within. Her rule is little involved with the actual mortal cultures, but she demands regular tributes to herself and her mate Otarkshedar, the Wise and Merciful. When a tribe, clan or settlement does not pay their tribute in time, she sends out one of her children to make an example of them. The tribute can come in the form of jewels, precious metals, the hides and flesh of Orean Sandworms, spells, books and stories, powerful enchanted items and many other things that might impress the empress or peak the curiousity of Otarkshedar, the Wise and Merciful.
