Amended Articles of Inclusion
When the Folly of King Darian split the United Lands into the Eastern Union and the Western Empire, it came to each to determine their own governance, rules, and—after some time had passed and the political landscape began to take form—how other islands might lawfully join and leave alliances with each othe and with the East and West.
For the East, the people determine the way forward through the Articles of Inclusion. As time passed, politics and culture evolved beyond the original Articles, and so they were amended and updated by the will of the people through much tribulation and turubulance at times, and through common sense and obvious need at others.
The current form of the Amended Articles of Inclusion include over two hundred amendments covering everything from the judiciary process to the excecusive and legislative processes as well as civil rights, environmental protectsion, tax schedules and rates, trade and, yes, even war.
People all ove like to pretend that the curret state of gentle peace has always been the established status quo, but those who are older remember that it as been barely 100 years since the last great battle between the Empire and the Union. Many of the amendments that were made in the most recent history deal with the rights and responsibilities of Included islands when it comes to dealing with martial matters against the West, or neighboring islands that are considered a part of the west.
Relations, of course, are always made more complicated due to the standings of the West on any matter being, in general, combatative.
