The Orator of the Church of Triumvirism had enough of the three great city's constant bickering and decided to take away their toys for good. On his order, the church founded a new city to house the Throne of Arbitration: Borne.

This insult was enough for Sigil, Cognance, and Penance to put aside their differences and unite under the common banner of throwing a temper tantrum at the Church. However, despite their huge advantage of manpower and military capacity, the united armies were never able to breach the walls of Borne. Many believed this to be a sign of divine providence.   Eventually, the united armies broke against Borne's walls, packed it up, and called it quits. Ever since, each city has acknowledged (albeit tepidly) Borne as the true seat of Triumvirism.
