Lilea is built in three grand tiers that descend in concentric rings from a central hill crowned by the Duchess' castle. Lilystone – The Temple District. Dominated by the twin temples of Lilium and Artem, which face each other across the
Garden of Concord . Lilystone is the spiritual heart of the city, filled with shrines, pilgrimage houses, and sacred sculptures.
Irisreach – The Academic and Artistic Quarter. Location of
Artemius College , the
Bloomheart Foundation , and various museums and theaters. A place of learning and inspiration, with elegant buildings, open-air lecture halls, and balconies overlooking the lower tiers.
Middle Tier
Marigold Ward – The Artisan and Market Quarter. The city's most vibrant commercial zone, filled with shops, studios, cafes, and taverns. Street performances and impromptu art exhibitions are common.
Sunlily Ward – The Martial Quarter. Headquarters of the three knightly orders, the
Order of the Oak , the
Order of the Falcon , and the

Lavender Hollow – The Cultural Fringe. A beautiful but eclectic district that blends Lilicean style with a more imperial aesthetic. Government and Politics
Lilea is ruled by a Duchess, the former queen of Lilicea, who retained her position and dignity after Lilicea became a vassal of the Cythrian Empire. Though stripped of sovereign power, the Duchess commands great respect from her people and retains stewardship over the city and surrounding lands.
The imperial presence in Lilea is relatively light. Taxes are collected and an Imperial Councilor sits on the Duchess' advisory council, but otherwise, the city remains culturally autonomous.
