The bureaucrats who run the whole Adventuring game from the safety of their fortress-like offices. They'll tell you they're here to 'help' and 'support' the brave heroes. They're really here to manage their most dangerous, unpredictable, and profitable assets: you. Don't ever forget that.
Structure
The ASOB operates on a clear hierarchical model. At the local level, individual Adventurers, Lances, and Guilds are overseen by their local Settlement Office. These offices report to District Offices, which in turn answer to Regional Offices, then National Offices. The entire structure is commanded by the Head Office, which is presently operating out of the Kethran Empire on the western Corvain continent.

We're talking getting sacked and burned by pissed-off rivals, getting booted by a host nation that got tired of their dreck, or being at ground zero of some divine calamity that wiped a country off the map. Trouble follows these guys like a hungry dog.
Culture
The internal culture of the ASOB is distinct from that of the Adventurers it manages, emphasizing strict adherence to guidelines, rigorous regulations, and comprehensive security for information, data, and physical locations. A strong focus is placed on supervisory management to maintain professional standards throughout the Adventuring community.

Their offices are fortresses, and I swear the I.C.E. is tighter than a tri-adamantine prison's. And here's why: they track the numbers, ranks, and classes of every Adventurer in their turf and have custom-built counter-defenses ready to go. They're more than a little tired of their own 'heroes' trying to klept ASOB property.
Public Agenda
The stated public agenda of the ASOB is benevolent, centered on acting for the greater good of civilization. Their official mission involves protecting communities, facilitating the safe expansion of settled territories, and ensuring that powerful individuals within the Adventuring profession are managed responsibly and held accountable. To this end, the Bureau frequently engages in community outreach and hosts civic events to foster positive relationships between Adventurers and the populations they serve and protect.

Those big community parties are just to make the locals feel warm and fuzzy before the Bureau fleeces them. Here's the real agenda: clat. Every quest that gets posted and paid for has a 'Quest Submission Tax' skimmed right off the top by the ASOB before the reward money ever reaches the adventurer. That's how they fund their fortresses and pay for their assets – by taking a cut from both sides of every job.
Assets
The ASOB wields influence comparable to a mega-corporation. Officially, it maintains political and business ties with law enforcement, military branches, and various industrial, scientific, and arcane research entities. The Bureau can requisition any registered Adventurer for specially tailored quests deemed necessary for "the greater safety of order." Furthermore, it controls a massive logistical network of armaments, vehicles, tools, and supplies, capable of outfitting entire expeditions or reinforcing national military groups in times of crisis.

The ASOB has its fingers in everything: judicial offices, noble courts, state leaders, spy networks, the big diefic churches, even national rebel groups. And those 'special quests'? That's how they use Adventurers as their private, deniable army to do their dirty work. They're not just a guild registry; they're a shadow power with a lot of very sharp, very dangerous freelancers on speed-dial.
History
The Adventuring Society Operations Bureau was founded in the year 4024, during the 8th Age (The Age of Industry). Its creation was a necessary response to an increasingly complex and unregulated Adventuring field, which suffered from a lack of logistical support, no centralized system for work, and rampant unprofessionalism, including banditry and bad-faith business practices by rogue Adventurers. The ASOB was established to bring accountability, standards, and structure to the profession.
