Beings to Christmas Elves
Nicholas, before he became Father Christmas, was Human and didn't know magical creatures and beings existed. He left his home and eventually made his way north to the Land of Germanic Peoples (would-be the Federal Republic of Germany eventually) where Elves and the other Fae lived.
In the city of Heathdorei Allanar Shflenor, he was questioned and became Santa Claus or Father Christmas (officially for the Congress). Then he created the Santa's Toy Workshop Compound and eventually the first Christmas Elves and the first of the Christmas Beings Family.
But how? How are Elves transformed into Christmas Elves?
Let's look at this like a recipe.
Elves

Where Santa Claus and Christmas Spirit dwells, Become my Christmas Elves!"
With the power of Christmas Spirit and Ancient Power, regular Elves become Christmas Elves. AKA The blinding light metaphysically changes them from a regular mystical being to one who has generic and specific powers.
This is how to make elves without belief and beings that were human but are now spiritual beings used by The Dark Magic's Spirit.
Within the largest council chamber of the HQ , Santa and Mrs. Claus set up three tables.
The left table hosts a red candle, then white candle, then green candle. The right does the opposite. The right table host holly and ivy while it's ivy and holly on the left.
On the center table lie poinsettias. In the middle is a book on a small bookstand. Behind it, a candle of white and green for purity and hope and love. Also for family and being together. Also, the Ancient Christmastide Bell of St. Nicholas.
There is another table for food. This is on the wall behind the tables which face the large room.
“In the magic of a heart so bright, it is time you come into the Light.
To make you jolly, here is some holly.
To bring you good cheer, ring the bell here.
In the forest of evergreen trees, maybe you need one of these.
Where the lights gleam in children’s dreams, so too can we sing.
And if there is a bell that rings, may it spread to all far and near.
By my power, I feel it is the hour.
By the holly and ivy, let the magic of Christmas come to us.
By sleigh bells and songs, may we erase these wrongs.”
Aftr Santa pours out Christmas Spirit in dust form to blow on the spirits in front of them, he says “May the magic of Christmastime be forever in you.”
That triggers an orb of red and green comes into the room. It goes over the room up to the tables. Santa’s Staff shoots a beam and what is left of the “dust” rises and interacts with the beam and orb. Then the blinding light metaphysically changes these spiritual beings into Christmas Elves with generic and specific powers.
With a heart so bright, I speak to the Christmas light.
By this decree, I speak to thee.
From pole to holly, make these creatures jolly.
By this spell, do thee well.
With jingle bell cheer, let festive magic call to us here.
And by the power of my plea, let all transform.
For we welcome them. For they strengthen Christmas Spirit.
