Sevgorod

Overview: Sevgorod, also known as "Berath" in Waylan, is the capital of Chernaya and the most populous city in the kingdom. Nestled in the bowl of a long-dormant volcano, the city is also often referred to as the "City in the Clouds" due to the clouds that frequently roll over its rim, cascading down its steep sides like mist. Sevgorod is a city of stark contrasts, where the wealth and power of the elite coexist with the harsh realities faced by the common populace.   Geography and Structure: Sevgorod’s layout is designed in concentric circles, with the oldest and most fortified structures near the center. The city is constructed primarily of stone, built to endure both the ages and the harsh elements. Beneath the surface lies a vast network of mines and forges, which have played a crucial role in the kingdom's expansion and wealth. These subterranean levels are also where the “Crown’s Labor,” the kingdom’s forced labor camps, operate under grim conditions.   Culture and Society: Sevgorod is a city of extremes. The commoners live in a constant state of anxiety, knowing that a single wrong word or misplaced trust could attract the attention of the kingdom's feared Inquisitors or other agents of the Crown. In contrast, the wealthier districts are marked by unchecked extravagance, where the elite indulge in opulent displays of wealth, often oblivious to the struggles of the lower classes. However, those who fall from grace in Sevgorod’s elite circles find themselves facing a swift and brutal downfall, often ending up among the commoners—or worse.   Economy and Power Structures: The markets of Sevgorod are a hub of relentless activity, controlled by a complex web of merchant guilds and covert crime syndicates. These factions are engaged in a silent but fierce struggle for dominance, manipulating the flow of commerce and power within the city’s bustling alleys and thoroughfares. The city’s economy is further bolstered by its extensive mining operations, which provide both the resources and the labor force necessary to sustain the Crown’s ambitions.   Political Climate: Under the reign of King Belgarion, Sevgorod has become the nerve center of his increasingly autocratic rule. The city’s elite are closely tied to the Crown, serving as both beneficiaries and enforcers of Belgarion’s policies. Despite the fear that permeates the lower levels of society, the capital remains relatively stable, though unrest simmers beneath the surface. The city is also a focal point for the resistance, with various factions plotting in the shadows, seeking to undermine the Crown’s control.   Strategic Importance: Sevgorod’s strategic location atop a dormant volcano and its role as the capital make it the heart of Chernaya’s power. The city’s defenses are formidable, with its concentric walls and elevated position providing natural protection against invasions. However, its true strength lies in the mines and forges beneath the city, which not only supply the kingdom with weapons and resources but also house the forced labor camps that keep the city’s machinery of war in constant motion.   Key Institutions: Sevgorod is home to several key institutions that are vital to the kingdom’s functioning and control:   The Imperial Court:
  • Throne Room: The heart of Sevgorod’s power is said to be in the Throne Room. This grand chamber is adorned with tapestries depicting the bloody history of Chernaya in a more optimistic light, with the King’s throne set upon a raised dais. The room is vast, with towering columns and a vaulted ceiling that disappears into shadows. These days it is frequently empty.
  • Council Chambers: Adjacent to the Throne Room are the Council Chambers, where the King’s advisors meet to discuss matters of state. These rooms are more austere, focused on function over form, with long tables and rows of seats for the Kingdom’s most powerful figures.
  • The King’s Tower: The King himself resides in the tower that rises above the Imperial Court, rarely seen by anyone other than his most trusted advisors, the Witch-Hunters. The tower is said to be a place of dark rituals, where the King communes with forces beyond human comprehension. It is of similar construction but broader, shorter, and more centrally placed than the Witch-Hunters' own tower.

  • Tower of Silence: The headquarters for the Witch-Hunter Inquisitors is located within a towering structure known as the Tower of Silence, a foreboding edifice that looms over the city. It is said to be a place where time itself seems to stand still, and no sound escapes its walls.
  • The Archive: The Witch-hunters maintain the various artifacts and knowledge they have captured for safekeeping over the centuries. 
  • Interrogation Rooms: The tower’s upper levels house the interrogation rooms, where the Witch-Hunters use their mind-manipulation abilities to extract confessions and secrets from their victims.
The Regiment: The kingdom’s primary military force, responsible for both external defense and internal security. The Regiment is highly visible in Sevgorod, with its barracks and training grounds spread throughout the city. They enforce the Crown’s will and are often called upon to quell any sign of rebellion or dissent.   The Watch: A specialized force tasked with investigating crimes and maintaining order within the city. The Watch operates with a degree of autonomy but is ultimately answerable to the Crown. Their investigations sometimes overlap with the more clandestine activities of the Witch-Hunters, although the latter ultimately have the higher authority.
