Immortal Revenue Service (IRS)
Now the undead accountants for the living, the Immortal Revenue Service (IRS for short), works in conjunction with Celia Fenthris for accounting for the taxes of the entire city of Dianmallo. They meticulously peruse over financial documentations to verify the amounts owed to them by the populace, and if the money is not paid, the Bone-Breakers are sent out to collect what is due.
Though some may call it ironic, the IRS has begun to grow far more meticulous and expedient in their undead state. I guess they don't have a life to work for, so they put their unending time into what some may call "bored to death" labor. This efficiency has led to some fights and squabbles with the wealthy who attempt to avoid paying full taxes, but the lower class do enjoy seeing those above them "get theirs".
The High Council has considered adjusting the tax burden upon the city as a whole, loosing Celia's control over the financial state of the city. However, Celia has pointed out time and time again that 1) she is holding onto the money until her husband returns to give it to the crown. 2) reducing taxes may be an apparent boon to the populace, but when her husband returns, the tax hikes will cause untold riots from those who appreciated their relief for too long. And 3) if the High Council deems the tax reduction necessary for the city, then she shall wait to inform her husband so that he might enforce the change when he returns. The third argument has created more strife in their attempts to receive the tax money due to the City.
