The Grave Rats

The Guild's headquarters is a hidden underground lair known as the Rat's Nest, located beneath one of the seedier sections of Belu. This labyrinthine complex is filled with traps and secret passages, and only the most trusted members are allowed access to its innermost chambers. The Rat's Nest is also home to a vast network of informants and spies, who keep the Guild members informed of all the goings-on in Belu and beyond.
One of the Grave Rats' greatest assets is their extensive knowledge of the law and Belu's criminal underworld. They are adept at forging alliances with other criminal organizations, and have even been known to work with members of the Assassin's Guild from time to time. The Grave Rats are also skilled at exploiting the weaknesses of Belu's legal system, and have frequently managed to evade punishment for their crimes.

Despite their reputation for ruthlessness, the Grave Rats have a strict code of conduct that all members must follow. They never harm civilians, and always honor their agreements with clients and allies. However, those who cross the Guild are dealt with severely, often ending up as Deft Slaves forced to work off their debts to the Guild.

Structure

Truly, the Grave Rats are a force to be reckoned with in Belu and beyond, and their skills and connections make them a valuable ally or a dangerous foe to any adventurers who cross their path. The Grave Rats have a hierarchical structure, with the leader known as the Rat King or Queen. The Rat Monarch is responsible for overseeing all of the Guild's operations and making major decisions. Beneath them are the Guildmasters, who hold ultimate authority over their respective areas of expertise (heists, assassinations, smuggling, etc.).

Below the Guildmasters are the Lieutenants, who act as assistants and advisers to the Guildmasters. They are in charge of carrying out specific missions and managing the lower-level members.

At the bottom rung are the Grunts, who are the newest and least experienced members of the Guild. They are responsible for carrying out the more menial tasks, such as scouting and gathering information.

Laws

The Rat Race is exactly that. Anyone within the guild or able to, dawns a rat themed hood/mask. The goal is to be the first to go from the ports outside of the city in the northwest and get to Belu. Once there, the Rats have to make it across the diameter of the city to the opposite side (furthest from the start). The Rats that make it/aren't caught by Law Enforcement (some not all are on payroll for the event)/aren't Rat Attacked (non-entering guild members try to rob them on the race of their mask) are judged by time, what the most valued item they stole during the race was & from who, and how intact their mask and/or hood is. The winner is granted an audience with the current Rat King/Queen and can commission a single job/request/wish/prize from them for winning.

Leaving the guild does not have to be coercive. It could have happened from earning favor with the current Rat Queen, winning the annual Rat Race, buying exit, or another reason.
