Benefit: You gain an additional Edge each day for each settlement in your charter, to a maximum of 1 additional point per 5 levels you possess. However, if your charter is presently in anarchy, you instead have 1 fewer Edge per settlement in your charter, to a minimum of your key ability score modifier.
