Necroborg Government

The Dominion of the Necroborg is a theocratic oligarchy.  The dominion is ruled by a Triumvirate; the Black Pontiff, the Raven Dark, and the Vizier of Mythos.  Each of the Triumvirate oversees the religious, judicial, and military aspects of their respective domains.  Although the Black Pontiff holds the highest title in the Triumvirate he rarely intervenes in the affairs of the other domains.  Only necroborg of the Dominion of the Necroborg domain are fully aware of the other two domains. 

 DOMINION OF THE NECROBORG

Leader

The Black Pontiff.  In the dominion’s roughly 700-year history the current Black Pontiff is believed to be the 5th person to hold the title.  If the identity of the Black Pontiff were known none would speak that name as they are to remain Nameless like the Great Old Ones they serve. Its unclear how one becomes the Black Pontiff.  There has never been a disputed claim to the title.  Necroborg can feel the presence of the true Black Pontiff. The Black Pontiff has absolution authority in all religious, judicial, and military matters.

Headquarters

R’lyeh Prime.  R’lyeh Prime is not actually a planet but a moon circling the 7th planet in the system.  R’lyeh Prime is Mars-like moon with a meager 15% biodiversity rating and an atmosphere toxic to most non-plant, fungus, or microbe species.

Culture and Society

The Dominion of the Necroborg domain is a spartan society divided into four classes. 

Void Ravens – each void raven assist the Black Pontiff in aspects of religious, judicial, and military operation.  An assembly of full citizens known as a “void ascension” is responsible for electing Necroborg to the void ravens for life.  All void ravens are considered equals despite varying degrees of responsibility.

Full citizens – To become a full citizen a necroborg must have been selected by the Lottery of Dominion or be fostered by a full citizen.  All full citizens are necroborg and most are luminaries.

Half-citizens – Half-citizens are necroborg that have not been fostered or selected by the lottery and members of the Cult of the Great Old Ones that have not made the transition to necroborg.

Non-citizens – Free humans and demi-humans that are not part of the cult but provide services to the Dominion of the Necroborg.

 ENCLAVES OF THE NAMELESS

Leader

The Raven Dark.  Only in the last 100 years has the Raven Dark served as a leader of the Enclaves and not just a mouthpiece of the Black Pontiff.  The Raven Dark is now an elected position.  Each Raven casts a vote for the next Raven Dark at the conclusion of the Lottery of Dominion.  It possible for a Raven Dark to be reelected or removed by a vote of incompetence.

Headquarters

Although there is no true headquarters the current Raven Dark presides from Sha’ulh’goth.  The Forgotten City of the Nameless was detected on Earth by satellite as early as the 20th century but it was buried under 2 miles of ice in Antarctica.  The Cult of the Great Old Ones has maintained a presence here despite the cataclysm and exodus. The Enclave of the Nameless was named after this city.

Culture and Society

The Enclaves of the Nameless domain is a cult operating as a secret society.  Each enclave is led by a raven.  A raven is both the spiritual leader and protector of the enclave.  Only necroborg are permitted to recruit.  Other members must abide by a strict code of secrecy.  Those that would expose the enclave of its members are often not heard from again.  The Enclaves of the Nameless do not truly have their own society but operate secretly within the confines of another society’s social order.  Subverting those who might embrace the Mythos.

 MYTHOS MINISTRIES

Leader

The first Vizier of Mythos is Harriet Wilcox.  Unlike the Black Pontiff or the Raven Dark everyone knows who Harriet Wilcox is.  She is the charismatic Vizier of Mythos living a very public life. 

Headquarters

This relatively young ministry is headquartered in the capital of the Core Worlds.  Where the glorious First Temple of the Dreamers calls to those that would listen to the Songs of Mythos.  The First Temple of the Dreamers was built to inspire awe in would be practitioners.  Its ancient pyramid design symbolizes the strength of Mythos Ministries throughout the galaxy.

Culture and Society

Mythos Ministries is a religion structured like a megacorporation.  Vizier Harriet Wilcox is listed as both the President and CEO of Mythos Ministries Inc.  Each temple is run like a franchise selling immortality and the Promise to it parishioners.  Each franchise is run by a regional vice vizier with varying levels of corporate bureaucracy below them. 

The Mythos Dogma is broken down into 13 Revelations.   Each Revelation represents the level of a parishioner’s faith and understanding of Mythos.  There are thirteen levels in the ministry.  During a parishioner’s advancement, the early levels (levels 1-5) embellish a vision of the human utopia that is promised in the next universe. Parishioners are encouraged to share their new knowledge with loved ones and friends and bring them in for a one-time “Mythos and the Dreamers” seminar.  These early revelations are called the Flowering.  Parishioners are exposed to all the “good” Mythos Ministries is doing and are encouraged to promote these values. 

The Reaping Revelations (levels 5-10) are reserved for those who are ready to truly serve Mythos Ministries and become necroborg.  These revelations are designed to test a parishioner’s devotion to Mythos.  The darker aspects of what is required in this universe to usher in the next are revealed.  It is expected for parishioners to become necroborg at some points during these revelations so that they may be eligible for the Lottery of Dominion.  Its also the responsibility of those that become necroborg to dispose of those who turn their backs on Mythos after beginning the Reaping Revelations.

 Dreamers (levels 11-13).  Most necroborg will never become dreamers.  Dreamers are so strong in their devotion to the Great Old Gods that they can enter their Dreamscape.  All viziers are dreamers.  Entering the Dreamscape of the Great Old Ones always comes at a cost and even short-term exposure can lead to madness or insanity.  Due to these dangers dreamers rarely enter the Dreamscape when not required by a ritual.

HOW DO I USE THE NECROBORG?

Sometimes it can be difficult to incorporate a new concept or plotline into an existing game but here are some ideas.  Just remember no matter how reasonable their background might seem the Necroborg are some bad dudes.  They worship the Great Old Ones and their ultimate goal is birthing a new universe to replace this flawed reality.

IT’S A COUP!

The Necroborg are preparing to overthrow several non-core worlds on the fringe of the galaxy.  Citizens will have to choose between death and receiving the Promise.  Characters might be caught in the middle of the uprising.

PLEASE RESCUE MY KID!

While the necroborg have been part of a secrete cult dedicated to the Great Old Ones for most of its history they are planning on opening an official Mythos Ministries temple.  Ascension to the state of quasi-dead is celebrated by its congregation which includes many wealthy socialites, holonet celebrities, and politicians.  Characters might be hired to rescue the son or daughter of a wealthy socialite from Mythos Ministries before they receive the Promise.

ABDUCTED BY THE CULT!

The Cult of the Great Old Ones has been abducting individuals that won’t be missed.  However, they abducted an undercover agent who was investigating missing persons reports.  The agent has been missing for over a week and the characters have been hired to find him.

CORPORATE ESPIONAGE!

A mega-corporation is interested in procuring the necroplast formula for themselves. The characters are hired to steal the formula from an Enclave of the Nameless.  The Raven Dark will not take kindly to this act.
