The Storm Dragon Syndicate. While they aren't one of the most influential of Ael's shadow organizations, they are certainly one of the most powerful. The group was founded by a descendant of the fabled clan that they share their name with. Members of this group are quite literally everywhere in the public, private, and hidden sectors of society, and even within their own enemies' ranks, and yet most pay them no mind when it comes to the day to day affairs of the world. However, when it comes to keeping peace in the world from the shadows, preventing conflicts by influencing warring parties, and shutting down groups who seek to harm the innocent, they are an undisputed force of nature.
The Apex Commander is the Head and Face of the organization. Typically, they're the only member of the group that is "publicly" confirmed to actually be a member of the group. All other personnel are only shadows to the other organizations.

Culture
To external groups and those in the public sector privy to what lurks in the shadows, the Storm Dragon Syndicate is a cold and heartless organization that hates the current establishments of the world with a bloodthirsty passion. A group that wants nothing more than anarchy. To those on the inside, they are mediators who aim to eliminate conflicts before they begin and free those under oppressive and greedy rulers. This is not to say that they hate all rulers, however, as they do gladly cooperate with those in power who share their ideals.
Public Agenda
The SDS's motto is "Bring true freedom and peace to all. Eliminate all those who threaten that peace." And this is a motto they hold to with an iron grip. They employ bleeding edge technology and strategies unseen on the normal battlefield in order to secure this freedom and peace for all those living on Ael and even off-world, though Ael is the priority for now. Ask any member of this group and they will all say that they await the day that they can give their lives to protect this motto and bring peace and freedom to all.
