Tol Ear'kauma
A major Island City-State settled by the Sea Elvish and wildly considered the center of the Sea Elvish culture and power. It is the lone Elven city of the Western Isles that survived the catastrophic War of Ascension. Ear'kauma is both the name of the island and the major city on the island. The Circle of Sages believe the name derives from ancient Elvish Arma Kunas which scholars believe means Sky Mount, but throughout time the name changed to what it is today. Ear'kauma loosely means Bird's Rest.

Government
Like most Elven city-states, the city is ruled by an Elven king or queen. Usually the oldest living elf in the society. He or she usually rules the city with a small group of Magistrates that are each venerable and could possibly lead the Elvish Clan in the future.
Defences
To defend the city from attack, the Sea Elves cultivated a forest of iron kelp around the city. This thick, strong kelp forms almost a dome around the city and keeps ships from traveling over it. The Sea Elves have a standing army of elite underwater warriors as well as an armored-dolphin-mounted calvary.

Infrastructure
The city is made of two parts. A small coastal village on the surface of the island, and also a large underwater settlement.
Surface
There is a small harbor on the island's surface for non-amphibious species to dock and trade with the Sea Elves. There near the harbor are various trading posts and temporary warehouses. There is also small government buildings used for administering foreign affairs with species who cannot breathe underwater.Underwater
Underwater, the Sea Elves have constructed a rather intricate elven city. The main source of travel between the city and the surface is a type of underwater gondola they call the "Surface Line." it is powered by an underwater geyser just outside of the main city.
