Keens Bay
The legendary pirate settlement located in Holtov's Labyrinth which serves as a staging area for local pirates to prey on unsuspecting ships in the area. Its location is secret an only known among the trusted pirate groups of the Western Isles. Many attempts to exterminate the settlement, funded by the various nations along the Glass Sea, have ended up in failure either from heavy losses from pirate attack or the complete inability to locate such a place. The Sea Elves, who claim that they have mapped and charted the majority labyrinth, argue that the settlement does not exist, and that the pirates operate out of their own smaller camps among the islands.
The settlement is made mostly of moored and tied off vessels floating and filling the majority of the bay. Although some have tamed a small strip of the island's coast and have created some permanent structures on the land. Three large "commandeered" vessels donated to the community as trophies serve as impromptu squares of three different "districts" of the city. The ships are constantly coming and going and thus the size of Keens Bay is always in flux.
The Island itself is savage and dangerous. The mountainous region the splits the island makes crossing the land into the bay almost unnavigable, and the local flora and fauna make it impossible. Few have survived the exploratory journeys inlands and those who do returned broken and scarred.
Colossi Benediction
Also known as the "Benny," the Colossi Benediction was the very first trophy ship donated to Keens Isle by the famed Captain Desmont "Keen Eye." Benny was formally the flagship of the very successful Havecois Trading Company. According to legend Keen Eye stole the ship by pretending to be a fellow merchant trapped in the Labyrinth, when the Colossi Benediction slowed down to help, Captain Keen's crew surprise attacked and took her over. Rumors say that the company never recovered after the theft of their prized vessel and soon after went belly up. Much of the Benny's upper deck, like most of the squares, have been demolished and replaced by structures built on top of it. The Main quarterdeck has been replaced by a five story tower that overlooks the entire bay. Its braced by a scaffolding that is supported by the surrounding vessels in the bay. At the tower's top, is "Benny's Cabin," the most official place of government in the town, were Captains often meet, coordinate efforts, and resolve disputes if needed. The moored vessels around the Benny are generally the permanent residences of the most prominent people in the town.Da Dao Pao
Lovingly nicknamed the "Pow Pow," this large ship was the capital vessel of a roaming Daoish fleet that fell to pirates. Its exotic decor and lavish amenities were used to convert the vessel into the largest and most popular brothel in town. It soon drew the attention of other enterprising individuals who created other inns and brothels around it; making Pow Pow Square the most popular choice of pirates on shore leave. The Pow Pow is the center of the the majority of the intrigue on the island as few secrets are hidden from the girls who work there. The Pow Pow's proprietor is Hectre "Silk Hands" le Bleau one of the most powerful and dangerous persons in the town.Espade Verite
The the newest square in the Keen's Bay and nicknamed "Sabre Square," the Espade Verite was commandeered from the Havercois navy during an anti-pirate campaign a few years ago. Its cannons were taken and mounted at the mouth of the bay to defend the settlement against incursions, and the rest of the vessel was stripped moored and turned into a square. Sabre Square has turned into the unofficial trade district. With all of the ships moored around it dedicated to some sort of trade or business. The jewel of the Sabre Square is the Avenging Shipyards, a wetdock run by the Sea Elf outlaw Aien "The Mage." It is here that all of the pirate vessels around keep their vessels seaworthy.Government
The settlement is essentially lawless with no governing body to enforce laws. Instead, the various pirate groups interact with each other based in an unwritten "pirate code" and conduct themselves accordingly. Each pirate captain has complete rule over their ship, and may dole out justice as they see fit. Conflicts between different pirate crews are often resolved with a parley between captains although often times it can end in a skirmish. While these skirmishes often become bloody affairs, collateral damage to other crews and the settlement itself is not tolerated, and breaking of this rule has lead to entire pirate crews being exiled from Desmont Isle.
Defences
The narrow mouth of the Keen's Bay is protected by a large permanent illusion spell. Only those who fly the correct flag will be allowed to enter the bay, as it is also protected by a battery of cannons.
