The founding if the Confederacy

Founding

The Confederacy was founded by 4 cities: Kalabasht, Arishok, Belenal, and Wyrmspire. These 4 city-states signed a treaty to end the countless wars with each other and band together into a significant force. Over time these cities would become the Imperial Council, and 5 other city-states would join them.

The land that is now the Northern Confederacy was once a disputed territory between 5 city-states: Vetnetir, Kalabasht, Arishok, Belenal, and Wyrmspire. Each city had an advantage over another city but often was at a disadvantage against another. The constant push-pull created a long-lasting war. After 500 years of disputing over territory, the city of Vetnetir had had enough. They attempted to recreate the ritual that created the warforged but instead attempted to put themselves into mummy bodies, believing there would be more magical power for them in an organic, unspoiling body. This ritual went terribly wrong, however, and made the entire people into the first ghouls. The other cities were so scared by this that they all united under a treaty and beat back the ghoulish Vetnetites into the Underdark. The 4 cities that remained became the Confederacy of Emperors, and they turned their combined might and technology from 500 years of war towards the rest of the world.
