Establishing mindlink: A psionicist cannot contact a subject he knows nothing about. They must either have their subject in sight or know specifically who or what he is looking for. He cannot, for example, try and use a power to contact any random orc which may or may not be standing behind a closed door. However, he can try and contact a particular orc he has seen before. In the mindscape of the target the telepaths dream avitar will appear before their own. If they recognize the avatar they can choose to open their mind to them. A open mind can be contacted automatically.
If a mind is closed the telepath must be granted permision to establish contact. If permission is denied the telepath must use a telepathic attack to establish contact. Distance. The greater the distance between the two minds, the more difficult it usually becomes to make contact. If the psionicist can see the target - either with normal vision or by using psioic powers distance is not a factor. If the psionicist cannot see his target range modifiers apply. Simply knowing where to look does not constitute "seeing the target".
