Eda is the current senior member of the town council as well as the owner of three fishing vessels. A native of Saltmarsh, she is keenly interested in expanding the fishing industry, but is very wary of the dwarven mining facility and the expansion of any other industry in Saltmarsh from outsiders.

With gruff manners, short stylized gray hair, and weathered face, Eda Oweland's striking appearance draws attention wherever she goes. The word about town is that she once made her living through fishing and, looking at her, with her face and hands bearing weathered marks, it's easy to agree that she's spent a life on the ocean.
 
Now a senior councilor in her third term, she knows that the decisions she makes influence all of Saltmarsh. With that awareness, she strives to represent all residents regardless of standing. And with her experience both on the council and commanding fishing ships, she's decisive when questions are posed.
 
Owning a fleet of three ships, she's committed to increasing the fishing industry within town. In fact, it is an open secret that she has her eyes on a wild section of the coast to build new docks. It is also well-known that she distrusts the dwarven mining facility and doesn't believe that becoming a trading hub is a proper heading for Saltmarsh. She insteads believes that an expansive fishing fleet will provide Saltmarsh residents with a viable future without the hardships that go hand in hand with larger settlements.
 
A life-long sailor, when frustrated or angry one quickly learns some of the more "colorful" members of her extensive vocabulary, and the town respects her they say "despite" but the truth is closer to "because of" these outbursts. She will often highlight how Seaton used to be a major trading hub until Duke Marik Feldren re-purposed it into a military base to battle the Sea Princes. This influx of military and navy personnel displaced residents and industries. Eda sees Seaton as confirmation that nothing good can come from expanding and diversifying interests.
