A ripple of intensely cold elemental energy spreads rapidly (including around corners and obstacles) in 40-foot radius from a location within range that you can see. The temperature stage in the affected area instantly becomes Arctic Cold and will remain magically at this temperature stage for 2d4 minutes after the spell is cast unless dispelled or changed by other spells or abilities. Additionally, water and liquids that are primarily water based within the area are frozen solid.
Finally, each creature in the area is dealt 12d8 cold damage and must make a Constitution saving throw. On a failed save a creature takes all of the damage, and also suffers 1d6 exhaustion levels (rolled individually per creature). On a successful save, a creature takes half of the damage and suffers one exhaustion level. A creature killed by this spell, either by damage or by suffering a fatal number of exhaustion levels, becomes a frozen statue until it thaws.
