The Chained Library
The Chained Library is a great fortress built into the black rock cliffs far from civilization, in the lands of Kyotsu. Spellbooks of liches and necromancers and ancient tomes of internal secrets line the library's prison-shelves, guarded by blind celestials.
The library predates every recorded kingdom and empire, and even some that have been forgotten. There are as many tales of its founding as there are bards to tell them. The Chained Library's own version, sealed in a sunmetal vault in the deepest depths of the archive, attribute its founding to The Sovereign. It is written that upon its reawakening, The Radiant's right hand attempted to up-lift much of the areas primitive humanoids. In that effort it was successful, but failed to properly forsee the rapid advancements downsides. Without the wisdom that came with failure, one of his apprentices in the arcane arts gave themselves over to the study of dark forces.
Not willing to repeat the Second Dragon war, The Soverign intervened, slaying his apprentice and locking the knowledge away in what would become The Chained Library. In time, other sages and scholars presented them with other texts that could damn the world for safekeeping.

Structure
Busui - Keeper
The librarians and primary defenders of the library hold this title. They tend to the books that are retrieved and file them away among the shelves. It is their duty to retain an accurate log of what information is, or may be contained in the library itself, just in case it is ever needed. The library is led, informally by the Kaminada or 'Elder' of the Keepers. They are the wisest among them, and consult with the Diviners and Seekers to determine what knowledge is most needing of censorship.Sagasu - Seeker
The libraries agents out in the world, that retrieve and return the dangerous forms of knowledge. They use whatever tactics necessary to obtain their prizes. They visit auctions and merchants, using the library's sizable budget to buy up what they can. For books not on the market, they use blackmail, bribery, and theft.Among the Seekers, there is a ranked hierarchy showing the experience and specialties of the acquisition team. The most experienced, and highest ranking Seekers, are sent on the most difficult retrievals.
Uranai - Diviner
These are the eyes and ears of the library. They may be losely affiliated with the organization as a whole, but these agents are responsible for detecting the dangers of discovery, and alerting the library. The title is applied to all informants, but comes historically from the role of the scant few members with true divination abilities. Whether they be agents of The Watcher , oracles, or those that can commune with extraplanar entities, they are the most valued members of the library.
