Under construction: building several public ports and bays for airships to dock at. Only one such dock is currently funcitonal, with the capacity of only three large airships.   Currently, only the Five Families build airships, and will do so primarily out of their private docks and shipyards. However, any such ships under contract will dock at Skyhelm Harbor instead, as will any ships purchased from the Five Families by third parties.

However, the level of disrepair makes accessing the terraces dangerous, doubly so with the other Families using the range as a disposal site for their shipyards.
