Adjudaraptors
They are rule lawyers and law fiends. They will aggressively follow the rules on any planet so as to not upset the locals and immerse in their culture. If a problem can not be settled in the Court, A Barrister is Appointed to the highest status to be the law of the land and will correct the problem with force if need be.
Their ultimate deterrent is to threaten to petrify an induvial by looking at them with all their eyes.
