The Tenth Circle
The Tenth Circle is the common name for the formal Pact of Candleburn that was established in the years after the Immolation. In an effort to create a united front against planar threats, the remnants of the nation of Banreath set out to create an alliance between the nations of Kelember. Of the thirteen nations that had claimed borders on the continent, nine nations agreed to sign the Pact and contribute to the alliance.
The Pact of Candleburn set many aspects of modern foreign policy on Kelember into play. Chief among the agreements made as part of the Pact were restrictions on planar travel, cooperation between national military, and the end of the private production of war constructs and arcane weapons. The Pact also laid out a continental plan for each nations response to another major planar invasion. Each nation also retains an Ambassador who sits on the court of the Tenth Circle and argues on their behalf in matters of international cooperation such as trade, border management, arcane law, and of course increases in planar activity.
