The Royal Decree that Changed Avalon   The Guilds and Trades Act of 4931 A.D. Also known as “The Decree of the Unified Hand.”   After the War of Unification, King Uther Pendragon sought to bring order and security to the scattered trades, mercenaries, merchants, and craftsmen of Avalon. Rampant corruption, rogue traders, and private war profiteers had destabilized the realm. To restore order and ensure fair economic practice, Uther issued the decree that:   “No trade shall be plied, nor craft performed, nor service rendered within the bounds of Avalon, unless the name of guild and master be sworn unto the Crown.”   This decree required every citizen who wished to work, trade, or practice a profession to belong to a recognized Guild Charter sanctioned by the Crown.   Among the first of these guilds was Glittergem Mutual Holding Inc., established with the personal blessing of King Uther himself.   Personality: Calculating yet compassionate, Finwick was known for his unfailing honesty and almost prophetic foresight with money. He possessed an uncanny ability to turn chaos into profit, and believed wealth was a tool for stability—not greed.   Background: During the War of Unification, Finwick Glittergem met Uther Pendragon when the king—then a young general—needed funding to unite Avalon’s fractured baronies. Finwick provided not only the gold but the logistics and systems that kept Uther’s armies supplied. He introduced ledgers, bonds, and a primitive but effective “credit note” system that allowed soldiers to be paid from any allied province.   When the war ended, Uther rewarded Finwick with a royal charter, allowing him to found Glittergem Mutual Holding Inc. and establish the first bank of the realm of Avalon in the capiial city of Camelot. — the first centralized financial institution in North Azure. This was also the first guild established under the new law.
