Tom is compatible with a wide variety of useful energies, which is why Archmage Kaz chose him to be her protege.
Port
Sometimes a human will be born with some kind of portal compatibility. Things like opening a gateway, or teleporting from one location to the other.
Tom was born with the ability to teleport himself great distances, and transported himself onto the roof during labor.
Kaz detected a wild spike in the energy of the area and went to investigate. She found the newborn screaming on the roof with it's parents scrambling to get up and save it.
Kaz made them forget, and took Tom as her own.
Tom can open gates and portals between locations and realms. He can also move himself almost instantly to any location he can see or otherwise sense.

Archmage Kaz personally trained Tom from a toddler, shaping him into something that could become extremely powerful, even more powerful than her. She needed a protege, and Tom's abilities made him perfect.
