Background
You wrap yourself in the fear of the darkness beyond the stars and use it as a shield against your enemies. In addition, you examine the strands of fate to issue proclamations of doom to all who stand against you.   Paragon Path
This feature can be taken twice, with additional effects being granted on the second time it is taken.   First Level Features
Doomsayer's Proclamation: Enemies within 50 ft of you have disadvantage on all saving throws against fear effects.   Second Level Features
Fates Entwined: As an action, choose an enemy within 25 ft of you. Until the end of your next turn, when you take damage, the target takes half that amount as psychic damage.
