Relic of Rular The Wise & Trusting

This longbow used to belong to a lieutenant of Gruumsh named Rular The Wise & Trusting. He used to weild this bow with great ease. Ever since Rular passed away his longbow was put on display. Due to the Vow Tangible this bow became one of the many Relics of Gruumsh.   When the first wielder Rular survived the war between the Orcs and Humans. He traveled to a place to find peace. Rular was one of the first Orc to turn to peace.  He was always a believer of the hunt more than the slaughter.  It is only wise to kill what you need not what you desire.  He was able to make peace with some Elves in the south near a sparse forest which is now Everdine Forest and a lake which is now named Lake Azion.   The spirt of Rular The Wise & Trusting lives within this sentient bow. He will only grant the power to weild this bow to the one that is chosen to do so.

Properties of the Bow when in control of Rular The Wise & Trusting

Once attunded the wielder can use the Spell Lightning Arrow or Thundering Return. Also the wielder is able to speak and understand Elvish and Orc.  

Lightning Arrow

  The next time you make a ranged weapon attack during the spell’s duration, the weapon’s ammunition, or the weapon itself if it’s a thrown weapon, transforms into a bolt of lightning. Make the attack roll as normal. The target takes 4d8 lightning damage on a hit, or half as much damage on a miss, instead of the weapon’s normal damage.   Whether you hit or miss, each creature within 10 feet of the target must make a DC 13 Dexterity saving throw. Each of these creatures takes 2d8 lightning damage on a failed save, or half as much damage on a successful one.   The piece of ammunition or weapon then returns to its normal form.  

Thundering Return

  This bow can be thrown, it has a range of 60/120 feet, and any creature that is proficient with the javelin is also proficient with this weapon. On a hit, the longbow deals 1d4 bludgeoning damage and 3d4 thunder damage, and the target must succeed on a DC 13 Constitution saving throw or be stunned until the end of its next turn. On a miss, the longbow returns to the thrower’s hand.   Once the longbow deals thunder damage to a target, the weapon loses its ability to deal thunder damage and its ability to stun a target. These properties return after a long rest. This also cancels out the longbows Lightning Arrow ability.   The longbow is a ranged weapon, and any creature proficient with the javelin is also proficient with this weapon thrown feature.   On a miss or a hit, the longbow returns to the thrower's hand.

While attuned to the artifact your ability dexterity score increases by 2 to a maximum of 24. Also the wielder is able to speak and understand Elvish and Orc.   You can use the following features to a maximum number of times equal to your proficiency bonus. Rular's Vengeance &/or (Blank). You regain any spent charges after a long rest.    

Rular's Vengeance

You can use a bonus action to speak a command word, causing your weapon to hum with electrical energy for a turn. Attacks made with this weapon hit with 1d10 lightning damage. Hit or miss, the lightning strike explodes with a thunderous sound. The target and each creature within 5 feet of it must succeed on a Constitution saving throw (DC 16) or take 2d6 thunder damage and be deafened. This burst of thunderous sound can be heard up to 100 feet away.
