Gartos
The capital of the Kingdom of South Belahir and host city to the Tournament of Heroes. The population is made up of servants, lobbyists, and royals, along with some shopkeeps and business owners.
Demographics
Primarily Dragonborn live here, with some Elves mixed in. Half Dragonborn, half Elvish hybrids often occur here, which is rather rare in other places.
Government
The King of the Kingdom of South Belahir lives here, but has nearly no power here. Instead, his advisors, a council of 12 powerful mortals who have great skill in 12 different disciplines, which are abjuration, charms, divination, enchantment, evocation, illusion, necromancy, politics, summoning, swordplay, theology, and transmutation, supervise a senate of many different Dragonborn, one from the richest cities in the each of the districts of the Kingdom of South Belahir. They make laws determining the distribution of the wealth of the king to the different districts and cities of the kingdom, the borders of the districts, can create new districts. The senate with the addition of the advisors and king make laws regarding any special circumstances in Gartos, but this is rare, usually following the general laws of the Kingdom of South Belahir.
Defences
The city is surrounded by a large marble wall, with occasional towers along it, with retractable trebuchets and balistas.
Infrastructure
Most of the wealth in the city comes from the senate members and advisors, who are given considerable sums of money to try and sway their lawmaking, and they use the money to make large estates, which need workers, and the lobbyists made their own estates, needing their own workers, and from that a large sub community has sprung up.
History
The city was founded during the expansion of the Empire of Belahir by Jollan, and lived in relative obscurity for thousands of years. Before Suthphor asked for peace yet after the Shadowfell was formed and the Necrotic Caverns settled the city was assigned military importance, not trusting the Elves that lived there, and the city quickly gained military power. The city then got in a trade agreement with the various groups living in the cavern. During this time, the city stockpiled large amounts of necrotic crystals. Then, after Suthphor reached out for peace and required to make the treaty with a kingdom, the commander who rose to power declared Gartos, their hometown and a military hub, as the capital and blocked the Maw. Quickly after that the Tournament of Heroes was started and money flocked to the town, which quickly grew, a palace made and building popping up around it.
Tourism
Most tourism occurs during the Tournament of Heroes.
Architecture
The palace is made of stone, and with harsh architecture brimming with columns, arches, spires, intricate stained glass windows, and sloping roofs. The surrounding structures are much shorter, decreed by law, and made in three tiers, the bottom one a basement made with magic to mold raw stone, half submerged in the ground, and above that a stone floor, slightly inset, with large windows, arches, and columns. On top of that is a few floors of wood with intricate carvings engraved in the outside, and sloping roofs cascading down from the center of the building, more arches and columns making a frame.
Geography
The city was originally built on the fertile grounds by a river with a cliff pushing up on it, which the palace now sits on. There are many more cliffs around the river, but around that is gently rolling hills.
Natural Resources
Stone from the ground, grain and other crops from the fertile farmland, which has since been covered by buildings, water and fish from the river, cows that graze on the fields nearby, which have now been declared as protected.
