Snicket's Associates
The exact nature of Ezekiel Snicket's organizational structure is uncertain. While Benny Snicket is more direct, having his retainers and various accused actions (racketeering, rigged gambling, murder, soliciting assassination services, thievery, impersonation of a federal official, etc., none of which have been proven in a court of law), Ezekiel remains elusive, acting in seemingly random ways.
It is suspected he is responsible for the destruction of Coldwater Creek, the disappearance of several Hellstromme Inc. airships in the Shan Fan area, and a long string of robberies from Agency, Ranger, and civilian artifact collections since 1863, however the lack of witnesses or evidence leaves this specifically as conjecture.
Structure
While Ezekiel Snicket is clearly the top of the organization, he appears to not work directly with most of his associates, instead sending messages through the Commander of the Crows or leaving it to his son instead.
No clear hierarchy has been established beyond this as no Associates have been successfully detained and interrogated. Detainees have either no useful information or are murdered before they can be further questioned. Increased security around captives has yet to prevent such occurances.
