Wicklow
Wicklow is the capital of Paida. Wicklow is a city in the trees. Due to the wet earth, buildings have been unstable and would either fall or sink into the swamp. Wicklow decided to instead put buildings in the trees or on stilts. This worked against flooding and stabilization.
