Levirai
Levirai is the underwater civilization in the Dragon Eye Lake.
Territories
While Levirai is more specifically the city, Levirai and its people claim territory of the Dragon Eye Lake. There is no official border but most understand that once you're off land, you are in Levirai territory and to be careful.
Military
Levirai has a large military that is typically tasked to keep the waters calm. This is a larger tasks than the land folks believe. The Tritons and other aquatic races know that there is a gateway at the bottom of the lake. This means that many creatures of the elemental plane of water can easily slip into this one if it were not for Levirai. Most ablebodied citizen is encouraged to enlist in the Levirai military at some point, often when they are done with their education.
Foreign Relations
Levirai mostly has relationships with its neighbors as it does not deal typically with inland conflict. This makes the countries of Valulo and the Osarian Empire their largest allies, along with Iarur. In the past, the Osarian Empire has had strained relationships with Levirai as they wanted to claim the territory of the Dragon Eye Lake, at least on the surface. This did not bode well with those that actually lived in the water. Now, Levirai relies on pirates and sailors to keep the Osarian Empire from making another move again.
