Qilora

Qilora is a large town in Northeast Parthil. It is located a sandy stretch of land near the Edrain River. Though there is relatively little trade along its shore, Qilora's access to the river makes it one of the larger port towns on the Northern Deep. Qilora is currently governed by First Speaker Hou Yusinair, a noble who moved to the area from the center of the empire to serve as its marquis.  

The Inquisition

The town is also known for being the site of a particularly fanatical inquisition against necromancers. Necromancy is banned in most of its forms in all of Parthil, but the local leaders of the Church of Corellon have cracked down on the practice more than is normal. Brutal methods of torture are used to extract confessions, and death is a frequent punishment for those suspected of the dark art.  

Avokil

Qilora has an unusually close relationship with its Shadowfell counterpart of Avokil, which is part of the reason for the area's anti-necromantic hysteria. What most residents of Qilora seem unaware of is that the vampires below, led by Boglarka, routinely get a hold of Qilorans to use as food. They then pass the leftover corpses along to a group of necromancers led by a lich known only as Sofka. The method used to secure these bodies is a closely-guarded secret in Avokil, and it is unclear whether anyone in Qilora is aware of this scheme or not.
