Cernmûr tribes
The peoples of the Cernmûrian tribes are some of the harshest folk to be found on the continent.
Structure
The tribes were led by a high chieftain, whom was in charge of the day to day governing of the tribes. They were assisted in this by both the High Shaman
and the High council.
The council consisted of the most experienced leaders from throughout the Cernmûr peninsula, they debated about all matters within their jurisdiction often asking council to the High Shaman.
On matters of warfare, the sole decision power lay with the warchief, this to prevent hesitation during times of conflict.
History
The tribes of the Cernmûrian lands were one of the oldest organized peoples on the continent, being founded far before the empire of Victus.
Territories
Traditionally the tribes controlled all of the Cernmûr peninsula. During the Age of Struggle, they lost some territory.

Education
Most tribesfolk got educated by their parents. When they showed great potential they were often sent to the local shaman. In the later years of the Age of Unity, young tribesfolk were sometimes sent to Domum to study at a university, however this was frowned upon by elders.
Infrastructure
Most of the peninsula was sparse built and most "roads" were just frequently used tracks. There was a single road connecting Cernmûr to Domum however.
