Second Law – Citizenship
Article 1: Natural Citizenship- The government is of the citizens, for its citizens.
- Natural Citizenship is granted to all children born within the Daeva Empire.
- Citizens are granted Exchange Licenses upon infant registration; Labor Contracts and Stock Trade Licenses at age twelve.
- Labor Contracts are categorized as Operative (Employee) or Proprietor (Employer).
- All Natural Citizens under Labor Contracts are granted National Trade Licenses.
- Labor Contracts require notarization by a third-party Government Citizen.
- Operatives and Proprietors may accept or refuse terms if not properly signed and notarized.
- Failure to comply results in imprisonment, corporal punishment, death, demotion, or removal of citizenship status.
- Valid registration and attendance at a Divinus Academy grants Academic Citizenship.
- Privileges include, but are not limited to: Specialty Licenses, Childbearing, Estate Ownership Guarantees, and Voter Registration.
- Failure to graduate results in conversion to Public Citizenship.
- Noncompliance results in imprisonment, corporal punishment, demotion, or removal of citizenship status.
- Granted upon completion and graduation from a Daeva Empire Academy.
- Privileges include, but are not limited to: Specialty Licenses, Natural Citizenship, Operative and Proprietor Licenses, Business Ownership, Marriage Licenses, and preservation of Academic rights.
- Statuses include Regime Envoi, Envoi Legate, or Regime Proxy.
- Noncompliance results in imprisonment, corporal punishment, demotion, or removal of citizenship status.
- Granted upon completion of a Daeva Empire Academy.
- Privileges include, but are not limited to: Natural Citizenship, Operative and Proprietor Licenses, Private Business Ownership, Marriage Licenses, and preservation of Academic rights.
- Statuses include Citizen Official, Doctorate Administrator, Commercial Delegate, or Private Proxy.
- Noncompliance results in imprisonment, corporal punishment, demotion, or removal of citizenship status.
- Privileges include, but are not limited to: Natural Citizenship, Public Operative Licenses, Childbearing, Labor Contracts, and National Stock and Trade Licenses.
- Registered upon the 26th year of birth, the legal age of adulthood.
- Marriage is void if a citizen is demoted to Public Citizenship after the 26th year.
- Noncompliance results in imprisonment, corporal punishment, demotion, or removal of citizenship status.
- Granted upon completion of a Secondary Education Program, with registration required within two cycles of graduation.
- Privileges include, but are not limited to: Natural Citizenship, Public Operative and Proprietor Licenses, Marriage Licenses, Childbearing, Labor Contracts, and National Stock and Trade Licenses.
- Becomes permanent and irreversible upon the 26th year of birth.
- Marriage is void if a citizen is demoted to Public Citizenship after the 26th year.
- Noncompliance results in imprisonment, corporal punishment, demotion, or removal of citizenship status.
Third Law – Marriage and Betrothal
- Betrothal and marriage are recognized as legal partnerships under notarized contracts, requiring signatures from both parties and witnesses.
- Consensual involvement with lovers is permitted unless restricted by contract.
- Marriage does not change citizenship status for either party.
- Failure to comply results in denial of marriage licenses, with appeals permitted only to Priva or Citizen Officials.
Fourth Law – Slavery
- Slavery is considered treason against Natural Citizens and the Daeva Empire, punishable to the full extent of the law.
- Defined as unlawful imprisonment by contract, force, intimidation, or extortion.
Fifth Law – Academia Registration Act
- Citizens may begin preparation for A.C.E. qualifications at age 14.
- Academy selections are distributed nine months before entrance ceremonies; refusal results in Public Citizenship status.
- Sponsorships are allowed with notarized contracts if a citizen cannot afford academy tuition.
- Changes in enrollment require retesting and government approval before deadlines.
Sixth Law – Family Registration Act
- All children must be registered with the Family Registration Board, with a nine-month waiting period before processing.
- Males are declared sons/heirs; females are declared daughters/heiresses upon registration.
- Gender changes require notarization and documentation with the Registration Board.
- Fraudulent claims or intentional harm to registered children result in imprisonment, corporal punishment, and removal of citizenship, with court appeals permitted.
