The Melancholy Palace
The Melancholy Throne, rulers of Aldatma City, are a group plagued by sorrow and curses. A former adventuring party, the four(?) of them journeyed to Aldatma City after gaining enough power to feasibly save the city from the evil of Kaldunsk. After their success in deposing the previous ruler of Aldatma City, there was a time when Aldatma was safe, happy, and free. This would only last a short time, however. Spiteful of the group's victory, Kaldunsk cursed them, stripping them of their empathy. The city then returned to a dystopia, far worse than it had been before.
With the new regime, Lawrence Penet would manage the city's technology and research; Eleanor, whose real name is Chaelee Silverstar, would manage the city's diplomacy; Dorian, formerly Marble, would head the city's entertainment and manage its wandering carnival troupe, the Walking Menagerie; finally, Rosalie Ducard became the Captain of the Guard, managing the city's law enforcement.
There was, however, a fifth member of their original group. Tegu, a lizardfolk. Being part of a race that knows no empathy, Tegu had to learn empathy in order to live with the other races of the world. When this Kaluskan curse was placed upon his allies, Tegu was unaffected. He spoke out against their treachery, attempting to appeal to them, leading them to curse him with something far worse than any death he could have had and banish him from their city.
Demography and Population
Aldatma City has a very diverse population and is one of the few city-states populated by a large number of humans. Ohn's Bane has not been kind on this population recently, however. The Melancholy Palace promises they are working to find a cure, taking sick people away to experiment on them. This is a lie, and the Melancholy Throne actually uses these people for a completely different set of experiments, something they call the "Mechanical Angel".
Foreign Relations
As the primary head of Aldatma City's government and its head of foreign relations, Eleanor prefers to be as peaceful as possible with other nations. She sends envoys, trade, and soldiers where they are needed. This is all a façade, of course. These envoys are spies, and the trade and armies are ways of strengthening their bonds and adding more spies into the fold. Over time, Eleanor hopes to use this influence to subtly take over other nations, using their power for her own in order to protect her fair city.
